- Estimated Quantities of Products and Services Military Sealift Command (MSC) intends to issue Request for Proposal (RFP) No. N3220518R2002 for lubricants and related engineering support services for the MSC Worldwide Lubrication Program. The Government is contracting not only for specific products and services, but also for the availability and delivery of these products and services on a worldwide basis within specific time constraints defined by the planned contract. The Contractor shall provide products and services for MSC and United States Ship (USS) Navy ships and any other Government-owned or Government-chartered ship designated by MSC. Services under the scope of the planned contract include engineering support services (e.g. shipboard, technical, and training service calls). The estimated quantities of products and services are provided in the attached spreadsheet. This requirement is anticipated to be solicited and awarded as a firm-fixed-price Indefinite Delivery-Requirements type contract with reimbursable elements and will consist of a base year and four (4) one-year option periods. This requirement is anticipated to be competed on a full and open basis. This requirement is a follow-on to contract N00033-13-D-8020 with Shell Marine Products (US) Company. MSC anticipates that the RFP will be released no earlier than 30 October 2017. The solicitation will only be available electronically on the Federal Business Opportunities (FBO) website. Firms are encouraged to review the website regularly for important solicitation information. Once RFP No. N3220518R2002 is published, a ll responsible sources may submit a proposal which shall be considered by the agency. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a competitive solicitation is issued in the future, it will be announced via FBO, and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation, and this information is subject to modification and in no way binds the Government to award a contract.
