- Draft PWS This is a sources sought notice representing a market survey and is not a Request for Proposal or Quotations. The Government does not intend to award a contract on the basis of this Sources Sought Synopsis. The Marine Corps Logistics Command (MCLC) is conducting market research to identify potential sources with the capacity and technical capability necessary to successfully perform the requirements described herein. The subject requirement is for a contractor to operate and manage the USMC CSP worldwide network and to maintain total asset visibility utilizing the Government-owned Contractor-operated Defense Property Accountability System - Warehouse Module (DPAS-WM). Marine Corps Logistics Command is contracting for logistics services to manage, support, and operate the Marine Corps CSP network. These efforts include overall coordination, streamlining, and supervision of operations within the Individual Issue Facilities (IIF) and Unit Issue Facilities (UIF) to include: Individual Combat Clothing and Equipment (ICCE); Chemical, Biological, Radiological, and Nuclear Defense (CBRN-D) equipment; Special Training Allowance Pool (STAP); Soft-Walled Shelters and Camouflage Netting (SWS and CN); Non-Destructive Test Equipment Armor Inspection System (NDTE-AIS) for Ballistic Plates; and the Barstow Distribution Center. These services are provided to the Marine Operating Forces, Sailors, and other authorized personnel. Other authorized personnel include Government civilian employees, Contractor personnel, Individual Augmentees (IAs), and Individual Ready Reserves. All authorized personnel shall henceforth be referred to as customers". All customers shall be served in a professional, courteous, and timely manner as directed. The individual and unit clothing and equipment that CSP customers utilize originate from the Individual Issue Facilities (IIFs), the Unit Issue Facilities (UIFs), presently operating with over 50 facilities at approximately 21 geographic locations worldwide. The CSP is successfully supporting Marine Forces with commodities of equipment: ICCE, STAP, CBRN-D equipment, and SWS and CN. These commodities are managed through the IIFs and UIFs to meet the customers' needs. This is not a solicitation announcement. No contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. The Government will use responses to this Sources Sought Notice to make acquisition decisions. Any resultant contract is anticipated to be for a total period of performance of 5 years, which includes a base period of one year and four one-year option periods. The contract will contain fixed prices for CSP Operations and will contain a cost type CLIN for those items that cannot be determined in advanced. The proposed NAICS Code for this acquisition is 541614; Small Business Size Standard is $15.0M. A draft Performance Work Statement (PWS), is included as Attachment #1 to this notice. Firms responding to the Sources Sought Notice are requested to provide to the MCLC via email the following: 1. Company name and Point of Contact information (address, telephone, email, web-site, etc.); 2. DUNS number and CAGE Code; 3. Business size status under the 541614 NAICS code; 4. A statement describing your company's capability to perform the requirements documented within the PWS, including relevant past history, if available; 5. A statement describing your company's familiarity with and product knowledge of the CSP network. Responses are due within 7 calendar days after date of publication of this sources sought, and shall be electronically submitted to: diane.heath@usmc.mil. Responses may be used to determine the appropriate acquisition strategy for a potential future acquisition. The sources sought should not be construed as commitment by the Government for any purpose. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow-up information requests. If a solicitation is released, it will be via FedBizOpps (http://www.fedbizopps.gov). It is the responsibility of the potential offerors to monitor the website for any information that may pertain to this Sources Sought Notice or a future solicitation. Feedback and/or evaluation information will not be provided to any firm regarding response to the Sources Sought Notice. The deadline for submitting capability statements in response to the Sources Sought Notice is November 3, 2017 by 2:30 PM EST. Also, the United States Marine Corps (USMC) will host a related Pre-proposal Conference tentatively scheduled for November 13-17, 2017 at Camp Lejeune, starting at 0800 hours (EST). This conference will provide (a) an overview of this project; (b) elaborate on PWS requirements; (c) discuss USMC goals, issues, uses, capability needs and constraints; (d) furnish acquisition/contract vehicle and schedule information; (e) opportunity to ask questions; and (f) provide a tour of sample facilities. Due to the limited space, time, and so as not to interfere with current operations, the USMC is limiting the attendance of potential offers at the Pre-proposal Conference to three (3) personnel per interested organization. Companies attending the conference must register not later than November 3, 2017, 4:00 PM (EST), by email to Diane Heath at diane.heath@usmc.mil.
