- THIS A COMPETITIVE HUBZONE SET-ASIDE PROCUREMENT. The U.S. Army Corps of Engineers, Norfolk District (NAO) is contemplating a Firm Fixed Priced, construction contract for Norfolk District Waterfield Building Roof System Replacement. This project was converted from an 8(a) Sole source to an IFB. DESCRIPTION OF WORK This procurement (Sealed Bid) is for the replacement of the roof system, upgrades to portions of the roof area lightning protection system, CRAC and condensing unit replacement, glazing sealant replacement and repairs (option), painting of roof area steel (option), and sloped metal roofing (option) of the Waterfield Building at 803 Front St, Norfolk VA. The main Waterfield building roof consists of 4-ply built up low-slope built-up roofing with polyurethane foam (SPF) overcoat distributed in separate areas of the roof. The base bid scope of work is to replace the entire low-slope roof system down to the deck with a new Modified Bitumen roof system and insulation, including new formed metal edge copings, scuppers, flashings, and all other related items for a warranted 25 year roof system. This roof has many localized failures of blistering and water infiltration and has exceeded its useful life. Note that there is asbestos throughout the original built-up roof system as documented in the included Asbestos report. Bid Option 1 includes replacement of approximately 7,200 SF of metal roofing with standing seam metal roofing along the south facing elevation. Bid option 2 includes paint removal, surface cleaning, preparation and recoating of miscellaneous and structural steel of the roof area. Note the prevalence of lead based paint as shown in the Lead based paint report. Bid option 3 includes repair of dry gasketing and wet sealant for the south and north facing aluminum glazed curtain wall system, sealant replacement at the punched window openings, and targeted repair of the ground level south entrance curtain wall. Water-tightness testing of glazing assemblies is required. CONSTRUCTION TIME For the base contract bid items, begin performance within 15 calendar days and complete all work within 300 calendar days of receipt of Notice to Proceed (NTP). The Government intends to award a firm fixed price contract using INVITATION FOR BID WITH PRE-AWARD SURVEY and procedures outlined in FAR 36 and FAR 14. Pre-award survey will determine contractor responsibility in accordance with FAR 9.104 and 9.106. Bidders will be evaluated on both pre-award survey and conformance to the solicitation and price. The Government reserves the right to reject any or all Bids; and to award the contract to other than the lowest total price and to award to the bidder submitting the lowest bid determined by the Government to be responsible. Bid bonds will be required with bid submittals. In addition, the awardee must be found responsible in accordance with FAR 9.1. The magnitude of construction is between $1,000,000.00 AND $5,000,000.00. The NAICS code applicable to this requirement is 238160, with a small business size standard of $15 million. The solicitation will be available in electronic format only. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. This solicitation will be posted on the Federal Business Opportunities website at http://www.fbo.gov on/about 18 October 2017 The proposal due date shall be at least 30 days after the IFB is posted on the FBO website. SAM Registration must also be ACTIVE and current to be eligible for contract award. Lack of registration in the SAM database will prevent access to FedBizOps and will make a Bidder ineligible for award. Instead, this solicitation contains a single provision that will allow vendor to either certify that all representations and certifications in ORCA are current, complete, and accurate as of the date of signature, or list any changes.
