Description
SOURCES SOUGHT SYNOPSIS RFP #W5J9JE-18-R-0005 The United States Army Corps of Engineers (USACE) Transatlantic Division - Afghanistan intends to issue a Request for Proposal (RFP) for the final design and construction of a Vehicle Maintenance Facility (VMF) to be located at the Kabul National Military Hospital (KNMH) in Kabul, Afghanistan. The facility will include a vehicle maintenance shop, a wash "rack" platform, parking lot and associated site work, utilities and infrastructure. This will be a full and open, one-phase competition using best value tradeoff, source selection evaluation procedures pursuant to FAR Part 15. Proposals from offerors who are not designated as ‘base access eligible' in the Joint Contingency Contracting System (JCCS), will not be evaluated. To request your firm's JCCS status, please contact Ms. Cherilyn Heyliger at cherilyn.o.heyliger@usace.army.mil. The RFP will be issued on or about 24 October 2017 with a due date for proposals on or about 17 November 2017. The evaluation factors will be 1) Key Personnel; 2) Technical Experience; 3) Design Capability; 4) Technical Approach to Project; 5) Construction Schedule; and, 6) Price. Magnitude of Construction Project: Between $1M and $5M. The design-build contractor will be required to use SPECSINTACT (https://specsintact.ksc.nasa.gov/Software/Software.shtml) to develop the specifications. The solicitation will include attachments, such as Conceptual Project Drawings and Standard Design VMS design drawings as examples. At time of contract award, the contractor must have all the necessary authorizations, permits, certifications, licenses, qualifications and resources necessary to conduct business in Afghanistan and also to execute this design and construction project in Afghanistan.
