Description
Sources sought for a medical waste disposal services contract for U.S. Naval Hospital, Okinawa Japan. The Naval Facilities Engineering Far East (NAVFAC FE) is seeking qualified and interested parties. THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT WILL USE RESPONSES TO THIS SOURCES SOUGHT ANNOUNCEMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. No telephone calls will be accepted requesting a Request For Quotation (RFQ) package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The Government invites contractors with the capabilities necessary to meet or exceed the stated requirements to submit Capability Statement package (see attachment) consisting of appropriate documentation, literature, brochures, and references. Provide a minimum of one(1) or up to a maximum of five (5) projects completed within the last ten (10) years or at least 80% complete at the time of capability package submittal. Submitted projects should demonstrate experience performing similar type work, or describe specific portions of this type of effort that the company intends to subcontract. Each reference shall include the company name and title, telephone number, email address and point of contact. The capabilities statement shall include the qualifications for conducting business in Japan. Interested firms may submit information on subcontractors using the form provided under separate file titled Sources Sought Contractor Information Form to demonstrate capabilities, capacity, and experience. The Capabilities Statement for this sources sought is not expected to be a proposal, but rather short statements regarding the company s ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. SERVICES DESCRIPTION: The proposed Medical waste disposal services will require the contractor to provide all labor, management, supervision, tools, material, and equipment required to perform collection and disposal of Regulated Medical Waste (RMW) and Amalgam Waste at U.S. Naval Hospital Okinawa (USNHO) and Branch Clinics. The proposed period of performance is anticipated to be a twelve-month base period with four (4) follow-on option years. Integrated solid waste management requirements consist mainly of services to: 1) collect RMW and 2) collect Amalgam Waste and solvent waste contaminated with blood or bodily fluids, and properly dispose of these wastes. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in Okinawa, Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. The Contractor shall possess valid licenses/permits issued by the local, prefectural or national Japanese governing authority for collection/transportation and disposal of Regulated Medical Waste (RMW) includes Infectious Medical Waste, Special Control Industrial Waste (SCIW) and Non-Infectious Medical Waste. The Contractor shall possess licenses of intermediate processing and temporary storage depending on his waste processing plan. Licenses issued by Okinawa prefecture and cities or prefectures that disposal facilities are located in, are required for collection/transportation. The Contractor shall possess all required licenses in its own name. Only for disposal of amalgam waste, the Contractor may use and submit subcontractors license. The Contractor must possess valid licenses to transport and dispose of the Infectious Medical Waste in accordance with Japanese and Prefecture laws. Japanese law requires that if a Contractor crosses multiple prefecture borders to the final disposal site, the Contractor shall possess licenses, permits, and authorization from each governor. The off-base disposal facility must be licensed by Japanese law in order to incinerate the Infectious Medical Waste. To meet the demand of the government s infectious medical and dental amalgam waste amount, the Contractor must have incinerator disposing capacity at minimum of 800 Kg/day. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. JOINT VENTURE OFFERORS: The joint venture Offeror shall complete all the required registrations for the joint venture and submit the Joint Venture Agreement. Joint venture (JV) shall use the same name and address in the required registrations and all the proposal documents. Each individual JV member shall be the local firm which is resident and licensed to conduct business in Japan.
