- Solicitation Wage Rate Subcontracting template 13423 FIN This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this announcement is 24362018Q0001and is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-9. This procurement is for a partial small business set-aside and the associated NAICS code and small business size standard is 561990 and $11,000,000.00. Please refer to the attachment for all instructions, terms, conditions, clauses, provisions, line items and evaluation criteria. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Proposals will be evaluated as lowest priced technically acceptable in accordance with FAR 52.212-2. All offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Please refer to the attachment for further terms and conditions. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Please refer to the attachment for further terms and conditions. Contract Line Item Structure: This solicitation is composed of five (5) Contract Line Items (CLINS). Each CLIN contains Line Items (LI's). These LI's encompass a geographic region and create a complete CLIN. A successful offer must possess the capability for all LI's associated with the specific CLIN. Partial offers will be evaluated as long as the offer encompasses all LI's associated with the specific CLIN. An offer that does not encompass all LI's associated with a CLIN will be identified as "Fail" for the technical evaluation. Multiple Awards/Partial Small Business Set-asides: CLIN one (1) along with all Line Items associated with it are set-aside for small business concerns. CLIN one (1) has been set-aside for small businesses as the Government has conducted market research and determined that at least two (2) or more small businesses are interested and capable of meeting the requirements of this solicitation. The North American Industry Classification System (NAICS) number assigned to this procurement is 561990 and has a small business size standard of $11,000,000.00. To be considered a small business, the offeror must be registered in the System of Award Management System and be certified as a small business utilizing the NAICS outlined in this solicitation. As a result of this solicitation, it is the Governments intent to award two (2) contracts for CLIN one (1). Task orders will be issued against the awarded contracts in accordance with Federal Acquisition Regulation (FAR) 16.505. CLINS' two (2) and three (3) are unrestricted. The Government conducted market research and found that there are less than (2) small businesses interested or capable of meeting the requirements for the geographic regions included in CLINS two (2) and three (3). As a result of this solicitation, it is the Governments intent to award two (2) contracts for these unrestricted CLINS. CLIN four (4) all offerors must offer pricing for CLIN four (4). CLIN (5) all offerors must offer pricing for CLIN five (5). Method of Evaluation: The method of evaluation selected for this solicitation is Lowest Priced Technically Acceptable. An offer must be found technically acceptable or "Pass" all technical evaluation factors and sub-factors. All offers that pass the technical evaluation will then be evaluated on price. The two (2) lowest priced offers of CLIN one (1), four (4) and five (5) will be offered contracts and the two (2) lowest priced offers for CLIN's two (2), three (3), four (4) and five (5) will be offered contracts. The Government reserves its right to award more than two (2) contracts per category if it is determined to be advantageous. Offerors are highly encouraged to answer all evaluation criteria and utilize the pricing / billing schedules and structures outlined in this announcement. Questions and Answers: Questions for this solicitation will be accepted for the first seven (7) business days. All questions will be answered and posted to FBO.GOV within the following seven (7) business days. All questions must be in writing, numbered in chronological order, and emailed to Jesse.Rumbel@NBIB.GOV. Solicitation number 24362018Q0001 shall be identified in the subject line of the e-mail.
