Description
Synopsis: The U.S. Army Corps of Engineer (USACE) Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed price proposal for this project. This announcement is for the construction of the Bonneville Powerhouse 2 Oil Water Separators located at Bonneville Dam. Project Scope: The purpose of this project is to replace the existing fish unit turbine pit pumps at powerhouse 2 with new pumps to minimize emulsification of oil/grease and water, to replace the existing main unit and fish turbine pit pump controls at powerhouse 2 to prevent pump‐out of oil/grease in the turbine pits and prevent peaking flows to the oil‐water separator, remove the underflow weir at powerhouse 2 from the existing oil‐water separator, install a new downstream oil‐water separator and piping system in the abandoned ice/trash sluiceway at powerhouse 2, install hydrocarbon meters and a means for sampling at powerhouse 2 as required by operating permits as applicable, replace wicket gate packing and shaft seals, install new followers, and install new valves to isolate top plate pumps from header pumps. Acquisition Strategy: The solicitation will be a request for proposal (RFP). The Best Value Trade-off source selection process will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government will include options in the RFP. This acquisition will result in a single fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $5,000,000 and $10,000,000. Set Asides and Codes: This is a small business set-aside acquisition. This effort is classified through the North American Industry Classification System (NAICS) under code 237990 - Other Heavy and Civil Engineering Construction. The Small Business Standard Code (SIC) is 1629 ($36.5M). The FSC is Z2KA - Repair or Alteration of Dams. Proposal Procedures: The solicitation will be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. Proposal Period: The solicitation is scheduled for release on or about 03 November 2017. The tentative date for receipt of proposals is on or about 04 December 2017. Plans and Specifications: The solicitation will also be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to submission of proposals and prior to receiving an award. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS AND PROPOSALS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEBORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS PRESOLICITATION NOTICE OR ANY FOLLOW-UP INFORMATION REQUEST.
