- AF/A2 INDUSTRY SYMPOSIUM: NEXT GENERATION OF ISR DOMINANCE (U) ISR is the foundation upon which every joint, interagency and coalition operation achieves success-a core mission since 1947. In the future, ISR will continue to be conducted in, from and through all domains, in all phases of operations and in increasingly complex operating environments ranging from permissive to highly-contested. (U) ISR focuses on operational outcomes and closing intelligence gaps. To build a comprehensive plan for the Air Force, AF Strategic Planners have identified and prioritized capability and capacity gaps. These gaps characterize risk across the ISR enterprise and inform mitigating proposals from ISR planners and industry partners. The AF/A2 ISR Industry Symposium will present an opportunity to discuss future capability gaps, near-peer adversary threats to ISR and current Air Force and private sector efforts to bridge anticipated gaps. Moderated by Co-Sponsor EVENT WRAP UP 1630 Brig Gen Michael Downs, Director A2W, HAF MEMORANDUM OF AGREEMENT By and Between USAF Deputy Chief of Staff for Intelligence, Surveillance and Reconnaissance (AF/A2) And (Non-Government Co-Sponsor - TBD) For the AF/A2 Intelligence, Surveillance and Reconnaissance (ISR) Industry Symposium 2018 1. Nature and Purpose. The purpose of this Memorandum of Agreement (MOA) is to establish a formal agreement between the Deputy Chief of Staff of the Air Force for Intelligence, Surveillance, and Reconnaissance (AF/A2) and the ___[Non-Federal Entity (NFE)]___ which sets forth the guidelines and responsibilities for the coordination and accomplishment of actions directed towards conducting the AF/A2 ISR Industry Symposium (hereafter referred to as "symposium") scheduled for 2 February 2018 at the J.D. Hill Conference Center. The subject matter of the symposium will consist of speakers, discussion and other interaction, which relate to the Air Force ISR mission. Specifically, the symposium will focus on a theme of The Next Generation of ISR Dominance. This co-sponsorship arrangement provides the best avenue to facilitate the effective discussion of and/or stimulate wider interest in the issues relevant to both parties to this agreement. This MOA is entered into pursuant to the Joint Ethics Regulation (JER), DoD 5500.7-R, Section 3-206b. This MOA addresses functions and responsibilities that are necessary for the AF/A2 and ___[NFE]__ to organize and execute the symposium. 2. Objectives and Considerations. 2018 A2 ISR Industry Symposium theme: The Next Generation of ISR Dominance "Data is a weapon and the electromagnetic spectrum is its domain." -Lt Gen Dash Jamieson The symposium this year will begin with a section on threats to ISR capabilities of the future. We will then have a series of briefings sharing the current AF/A2 strategic vision, and tools for achieving fusion warfare. Achieving fusion warfare means having control of the EM spectrum to ensure data can be transported from the ISR sensing grid to decision-makers at the operational and tactical edge without interference from our adversaries. Algorithmic warfare, artificial intelligence, and machine learning will be our tools of the future in that effort. The afternoon will focus on capabilities development in the open architecture. Open architecture systems will allow us to 'upgrade' faster to ensure new data sources are also 2 ingested for further analysis. It is critical we apply open architecture systems to our ISR collection and ISR Processing, Exploitation, Dissemination (PED) efforts moving forward. Presentations will be up to the TS/SCI level of classification. The symposium will provide an environment for participating attendees from the Air Force and commercial sectors to interact on the themed issues and the feedback generated from this symposium will be used by both the Air Force and Air Force contractors to plan for future requirements. 3. Primary Roles and Responsibilities : To foster the purposes of this MOA, the following delineates the responsibilities of the respective parties: The Air Force will: (1) Set the theme for the symposium. (2) Provide the Sensitive Compartmented Information threat briefing. (3) Appoint personnel to act as liaisons to support ___[NFE]___ in developing the symposium's technical program. Such support may include proposing topics, speakers, and presentation formats, as well as developing a schedule for symposium planning tasks/milestones. (4) Arrange for government speakers/presenters and coordinate their participation and support. (5) In conjunction with the National Reconnaissance Office, J.D. Hill Conference Center security personnel, be the on-site security manager. This responsibility includes, but is not limited to, access control and verification of registrants. (6) Establish an initial schedule for the symposium and coordinate with the NFE on the final schedule for the symposium. The NFE will: (1) Help to develop the symposium's technical program, which will include proposed topics, speakers, and presentation forms. (2) Will obtain and coordinate participation of industry speakers. (3) With the Air Force liaison develop a schedule for symposium planning tasks/milestones. (4) Develop a master mailing list for the symposium invitees and attendees. (5) Manage registration for the symposium. Establish, maintain and protect a list of symposium attendees that includes names, addresses (United States Postal Service and e-mail), phone numbers, and registration information. (6) Contract with vendors and entities for symposium meeting space and services as required (e.g., food, printing, graphics, and audio/visual support, technological infrastructure, etc.) and ensuring no prohibited expenses are incurred (e.g. musicians, entertainers, extraneous promotional items, decorations, or other goods and services unrelated to the purpose of the symposium). (7) Function as the on-site point of contact to handle all coordination activities and ensure that supporting personnel are available. (8) Establish and administer a registration fee structure (government, NFEs) to help offset anticipated expenses in coordination with the Air Force. The NFE recognizes that conference registration fees are limited to recouping the reasonable costs associated with hosting this event and should be adjusted to reflect cost offsets provided via industry/outside donations/contributions toward the NFE's expenses. (9) Be financially responsible for all obligations, assessments, and attendant fees for the symposium. 4. Funding. a. Symposium registration fees will be used to cover actual expenses, e.g. audio/visual equipment rental, and other miscellaneous expenses related to the conduct of the symposium. The amount of the registration/symposium fees charged should cover only the reasonable and legitimate costs of sponsoring and conducting the symposium. The registration fees will be appropriately reduced by any outside "sponsorships" / donations / contributions toward the NFE's share of costs for the event. b. AF/A2 and the __[NFE]____ agree and understand that the symposium, including registration fees and outside "sponsorships" / donations / contributions, cannot be a fundraiser for the ___[NFE]___ or the Air Force, and that the symposium cannot be designed and run as a profit-making event. ___[NFE]____ agrees to provide an estimate of income and expenses to the Air Force prior to the event and upon conclusion of the event a complete financial accounting of funds received and expenses incurred related to the symposium to the Air Force. c. All terms in this MOA are subject to United States fiscal law and policy. Air Force personnel will, as necessary, coordinate fiscal resource requirements with its respective financial managers prior to the commitment and disbursement of appropriated funds (e.g., TDY travel funds, travel funding of distinguished visitors if necessary, mailing/shipping fees, etc.). No Air Force organization will commit appropriated funds without an express approval of its 4 respective financial manager and an appropriate legal review after approval of the event IAW the Air Force conference policy and business rules. Air Force representatives will ensure that established procedures and requirements are followed and that all funds are handled in a manner above reproach. d. The ___[NFE]___ agrees that if any outside "sponsorships" are sold or donations or/ contributions are sought to support the ___[NFE's]___ cost obligations for this event, the ____[NFE]____ may not provide advertising for the sponsors on any symposium-related materials to include the website, program, handouts (pens/pencils/paper), signage, etc. The NFE agrees that outside "sponsorships" must also be applied toward covering the reasonable costs of hosting this event. 5. Disclaimer of Liability. The parties understand that AF/A2 and the Air Force may at any point reduce its level of participation in, or completely withdraw from, this event. ______[NFE]_____ agrees to hold harmless AF/A2 and the Air Force as well as any superior and/or subordinate organizations for any liability associated with such reduction, or withdrawal. 6. Endorsement. _____[NFE]___ will not use the event to imply Department of Defense or Air Force endorsement of _____[NFE]___ or any _____[NFE]___ events. 7. Logo Usage. The use of the official Air Force seals/logos is authorized only for the co-sponsored portion of the event. 8. Attendance. The symposium will be open to all interested members of the general public who possess a current US TS/SCI clearance, but interested parties must register in advance as directed on the conference brochure/website. Efforts will be made to obtain wide attendance, such as publication in the Commerce Business Daily. Attendance will not be limited to members of the ___[NFE]____. 9. Effective Date, Amendment, and Termination. This MOA shall be effective on the date of the last approving signature and will remain in effect until cancelled or modified by written agreement. Any party may, by providing 30-days written notice, terminate this MOA. 10.
