- Total Small Business-Set Aside. The Federal Aviation Administration (FAA) is seeking competent and qualified contractors interested in providing offers for repair of the MALSR Walkway Structure at the Lakefront Airport in New Orleans, LA. This is not a Screening Information Request (SIR) or Request for Proposal (RFP). See Section III for documentation required to be submitted and evaluated to determine which vendors receive the solicitation. Section I: DRAFT STATEMENT OF WORK 1.1 General - This statement of work together with referenced specifications, cover the requirements of the Federal Aviation Administration (FAA) for furnishing all equipment, supplies, materials, tools, and their use in connection with performing the following work: NOTES: 1. The Contractor should review (thoroughly), this "Statement of Work" and the associated drawings; to ensure that all work requested by the government is included in the Contractor's price quote. The New Orleans Lakefront Airport walkway pier is approximately 2,200 feet long and is 5 ™-7 wide at the top. The pier is installed in Lake Pontchartrain (a brackish water lake that borders the New Orleans, LA metropolitan area). The pier was constructed to support the FAA MALSR equipment and maintenance traffic. The walkway is comprised of the following structural components: Wooden vertical support piles. Metal horizontal I-beams to which fiberglass walkway grating is attached Metal handrail system (new construction) A large percentage of the work request under this contract will have to be accomplished from a marine vessel. I. 2-PILE BENT STATIONS (SEE DRAWING NEW-MALSR-S01-00) a. The Contractor shall remove approximately 1,008- ¾ diameter nuts, and replace the nuts with Contractor furnished ¾ all metal stainless steel (SS) lock nuts. The Contractor shall remove the existing nuts at the locations indicated on the project drawings leaving in place existing SS washers and ¾ all-thread rods. b. The Contractor shall provide and install at each 2-pile bent location 3 x8 x approximately 12 ™ long wooden block stiffener. The stiffener shall be installed between each 3 x8 horizontal bracing member. A total of 84 stiffeners are required. The blocks will be installed as per details on drawing NEW-MALSER-S01-00. The Contractor shall also provide ¾ attachment hardware (nuts, bolts and washers) as indicated in the project drawings. c. The Contractor shall replace approximately 32 “3 x8 horizontal bracing members and approximately 6 “3 x8 diagonal bracing members. See project drawings for additional bracing details. d. The Contractor shall be required to re-tighten all ¾ nuts which secure the platform ™s floor beam channels (the nuts are located at each 2-pile bent location). There are approximately 648 nuts that must be re-tightened. II. 6-PILE BENT STATIONS (SEE DRAWING NEW-MALSR-S02-00) a. The Contractor shall remove approximately 768 ¾ diameter nuts, and replace the nuts with Contractor furnished ¾ all metal stainless steel (SS) lock nuts. The Contractor shall remove the existing nuts at the locations indicated on project drawing NEW-MALSR-S02-00, leaving in place existing SS washers and ¾ all-thread rods. b. The Contractor shall provide and install at each 2-pile bent location 3 x8 x approximately 12 ™ long wooden block stiffener. The Contractor shall remove the existing nuts at the locations indicated on project drawing NEW-MALSR-S02-00, leaving in place existing SS washers and ¾ all-thread rods. b. The Contractor shall also replace the existing SS nuts which are used to secure 6-pile bent metal rod bracing. The removed nuts shall be replaced with Contractor furnished (CF) ¾ SS lock nuts. The rod bracing nuts are included in the 768 total hardware quantity that is listed above. See project 6-pile bent project drawing. c. The Contractor shall replace approximately 11 “C4x7.2 metal channel horizontal bracing members. The 11 members are either missing or damaged. See drawing NEW-MALSR-S02-00 for additional details. d. The Contractor shall be required to re-tighten all ¾ nuts which secure the platform ™s floor beam channels (the nuts are located at each 6-pile bent location). There are approximately 192 nuts that must be re-tightened. III. WORKED REQUIRED AT VARIOUS LOCATION ALONG THE ELEVATED WALKWAY a. The Contractor shall repair a damaged 12 diameter wooden support pile which is installed at station 20+00. The pile is part of a 6-bent section. Pile repair shall require the installation of 2-C10x20 metal c-channel beams. The beams will cover the damaged sections and reestablish the structural integrity of the pile. See project drawing NEW-MALSR-S03-00 for additional details. After repair, the Contractor shall coat the top and side of the pile with coal tar epoxy. b. The Contractor shall replace 4-2 metallic liquid tight flexible conduit box connectors. The box connectors are installed on 2 SS junction boxes marked power and control cables. In addition to the box connectors the Contractor shall provide and install approximately 35 feet of 2 SS metallic liquid thigh flexible conduit. See drawing NEW-MALSR-S03-00 for additional details. NOTE: The FAA will pull back enough cable (within the box) to allow the Contractor to replace the conduit and connectors. c. The Contractor shall raise an existing marine obstruction light unit which is installed at station 4+00. The unit shall be mounted on a government furnished (GF) light unit platform. The platform will elevate the unit to a height of approximately 5 feet. See drawing NEW-MALSR-S04-00 for additional details. d. The Contractor shall replace missing and damaged sections of handrail. The Contractor shall correct damaged handrail alignment. The project drawings provide additional details on handrail repair. e. The Contractor shall reconnect conduit sections that have become dislodged due to platform movement. Conduit reconnection will require the Contractor to purchase various PVC coupling bodies and metallic flexible conduit connectors. There are approximately 6 sections that require reconnection work. The FAA will pull back the amount of cable necessary to perform this work. The Contractor shall also be required to straighten/level sections of conduit that have become misaligned due to platform movement. Alignment work can be accomplished by loosening conduit clamps and re-leveling conduit sections. f. The Contractor shall be required to replace all existing ¼ conduit clamp nuts. There are approximately 3,700 nuts that must be replaced. The nuts shall be replaced with CF all metal SS ¼ lock nuts. See project drawing NEW-MALSR-S04-00 for additional details on clamp nut replacement. The Contractor shall also be required to straighten/level sections of conduit that have become misaligned due to platform movement. Alignment work can be accomplished by loosening conduit clamps and re-leveling conduit sections. f. The Contractor shall be required to replace all existing ¼ conduit clamp nuts. There are approximately 3,700 nuts that must be replaced. The nuts shall be replaced with CF all metal SS ¼ lock nuts. See project drawing NEW-MALSR-S04-00 for additional details on clamp nut replacement. The Contractor shall verify all station numbers in the field, station numbers listed in this document and on the drawings may differ from actual field locations. However, the quantity of items identified in the project documents, that require replacement and/or repair will generally match field counts. SECTION II: ONTRACT TYPE AND EVALUATION CRITERIA Award will be made to the responsive and responsible offeror whose offer results in the lowest total price. The North American Industry Classification System (NAICS) is 237310 “ Highway, Street and Bridge Construction. The small business size standard is $36.5 Million. The solicitation will be competed as 100% small business set-aside. The performance period of this project is 30 calendar days. SECTION III- GO/NO GO CRITERIA The initial information submitted will be evaluated on a Go/No-Go basis. Offerors must receive a œGo on all of the following criteria to be considered a viable offeror and receive the solicitation. The Government reserves the right to perform clarifications/discussions with any offerors. To receive a œGo rating the offeror must have 5 years of experience performing bridge or walkway construction for projects of this size (construction estimate of $250,000.00 to $500,000.00), and complete the following documents: 1.Sensitive Security Information Form 2.Past Experience Information* *To receive a œGo rating for past experience, the offeror must provide three (3) construction projects similar in size and scope, successfully performed at FAA facilities or other Government facilities, with project values over $250,000.00 per project, completed in the past five years. The information provided will also be used as part of the responsibility determination.
