- This requirement was originally detailed in announcement W9127N-17-Q-0010 as a market survey conducted to determine industry capabilities to perform the services described in a DRAFT Performance Work Statement (PWS). USACE, Portland District (NWP) is now proceeding by issuing this pre-solicitation notice in advance of a formal solicitation. NWP is seeking a contractor that can perform wire checks and update Station O&M manuals. Task orders written under this Indefinite Delivery Indefinite Quantity (IDIQ) contract may be utilized at any Operating Project within the Portland District. The services to be performed under this soliciation include: -Electrician Services: documentation of the electrical configuration of existing cabinets, as-built electrical drawings/circuits, create drawings for existing SCADA network configuration, create electrical one-line diagrams, and other similar activities. No changes or modifications of the system are required or allowed; the service is to just document the current configuration to assist with future design projects. -Electrical Engineering Services: validate control schematics from the existing SCADA network and verify drawings created by electricians and CAD technicians for general compliance with project operations. Verification and documentation only; no modifications or design decisions are necessary. -CAD Services: perform drawing edits as indicated by the electricians, create drawings sheets for undocumented system configurations, and create 3D models as requested by the task order. -Station O&M manuals: create updated versions of existing, out-of-date manuals, update the manual to document changes in how the project operates, develop a critical equipment list and maintenance schedule, and link the manual to product manuals and metadata stored on the LAN. The new manual shall be the definitive resource for normal and emergency operational conditions and procedures. Based on the market research information collected as part of W9127N-17-Q-0010 announcement it has been determined to set this requirement aside for the exclusive participation of Small Businesses. A multiple-award IDIQ contract is anticipated with up to three awardees. Fair opportunity will be provided to awardees to compete for subsequent task orders. Contract capacity is anticipated to be $2.25M for a three year period of performance. A formal Request for Quote (RFQ) is anticipated to be issued 07 November 2017.
