Description
Solicitation Docs The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX, intends to issue solicitation 15B40817Q00000013 for the provision of LCP - Unit Activates Coordinator Services. The services will be provided to individuals who are under the custody and care of the Federal Bureau of Prisons within a secure correctional environment, located at the United States Penitentiary, Leavenworth, KS. The contract type is an indefinite delivery/requirements contract with firm-fixed unit price. The award will be made to the responsible vendor or individual who submits the lowest quote to the Government based on price related factors only. The contract periods for the service will consist of a base year and four option years. The selected contractor will assist in the development of activities and classes to aid inmates in their understanding of the subject matter of the spiritual guide classes, increase their understanding and use of the English language, and practice different skills needed to be successful in the LCP and in life after release. All supplies that the contractor may routinely need will be supplied by the contractor. Travel costs and routine office expenses are the responsibility of the contractor. These supplies will normally include any materials needed to perform the services covered under this contract. Contractor will be given access to BOP computers to perform normal duties as stated in this contract. The contractor will provide up to 30 hours each week (excluding Federal Holidays) to the development and implementation of the supplemental classes and activities as well as the recruiting, training and supervision of inmate tutors. There is an estimated 1,500 sessions per year. For the purposes of this contract, a session is defined as one (1) hour in duration per day. The breakdown of the hours will be determined by the local LCP Coordinator. The Government contemplates awarding of an indefinite-delivery, requirements-type contract with firm-fixed unit prices resulting from the future solicitation. The contract period shall consist of an estimated 12 month base period with four 12 month option periods for renewal. The Government contemplates awarding of an indefinite-delivery, requirements-type contract with firm-fixed unit prices resulting from this solicitation. The solicitation will be available on or about October 17, 2017 and will be distributed solely through the General Services Administration's Federal Business Opportunities website at www.fedbizopps.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure you have the most up-to-date information about this acquisition. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. The anticipated date for receipt of quotes is on or about November 14, 2017. Faith-Based and Community-Based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. All contractors doing business with the Federal Government are advised that this future solicitation includes the clause FAR 52.212-5 (Apr 2005) for Commercial Items and System for Award Management (SAM). This clause requires all contractors doing business with the federal government after September 30, 2003, to be registered in the SAM database at www.sam.gov. Contractors should include their Data Universal Number System (DUNS) number in their offers. The Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award by entering the potential awardees DUNS number into the SAM database. The acquisition is restricted to Total Small Businesses. The North American Industrial Classification (NAICS) code is 624190 with a small business size standard of $11 million.
