The MPCAD program is posting this Special Notice for market research, planning purposes and to allow comments from industry. This is not a solicitation or request for competitive proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is not to be construed as a commitment by the Government nor will the Government pay for the feedback provided. No solicitation document exists or is guaranteed to be issued as a result of this Special Notice. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any feedback submitted, and the Government will not reimburse respondents for preparation of the response. Response to this Special Notice is strictly voluntary and will not affect future ability to submit an offer if a solicitation is released. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. There is no bid package or solicitation document associated with this announcement. The MPCAD program is issuing this Special Notice to receive feedback from industry regarding the attached Draft Performance Work Statement, DRAFT Performance Specification (PSpec), DRAFT Delivery Schedule, and DRAFT DD 254 for the Multi‐Phase Chemical Agent Detector (MPCAD). The Government will use the feedback to refine each document. Submission Instructions: All comments to this Special Notice must be received by 3:00PM EST on 31 October 2017. Submission shall: 1. Use Comment Resolution Matrix (CRM) included with the Special Notice to record and provide comments (MPCAD_SN_CRM.xlsx). 2.
