Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to publicize the Total Small business set-aside competitive award of FY 2018-2022 Locksmith Services. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide the services outlined below and described in this Performance Work Statement (PWS) at various Navy and Marine Corps Installations within the San Diego Metropolitan area. The following annexes are applicable to this procurement: Annex 1 General Information Annex 2 Management and Administration Annex 15 Facilities Support - 1502000 Facility Investment The Contractor shall possess the capability to accept and perform Non-recurring work via an electronic medium with supported commands utilizing their Government Purchase Card (GPC). DoD FEDMALL is the electronic medium for authorized Government personnel to place orders for service to the Contractor. Payment for completed FEDMALL orders will be made using the GPC. Reference śpayment by third party ť clause FAR 52.232-36 THE SOLICITATION AND ASSOCIATED DOCUMENTATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. No hard copies will be provided. Amendments will be posted on the web site for downloading. This will be the only method of distributing amendments; therefore, IT IS THE OFFEROR ™S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. ************************************************************ Procurement Method: Negotiated Acquisition. Source selection procedures will be used and award shall be made to the Offeror who submits the Lowest Priced Technically Acceptable proposal. This procurement is being solicited under Subpart 13.5 “ Simplified Procedures for Certain Commercial Items. ************************************************************ The NAICS Code for this procurement is 561622 and the annual size standard is $20.5 Millions ************************************************************ The contract term will be a base period of 12 months plus four 12 month option years. If the Government does not award a follow-on contract in time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option to Extend Services clause. ************************************************************ It is anticipated that the solicitation will be posted in October 05, 2017. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. ************************************************************ The proposed contract is limited to qualifying Small Business firms. The Government will not consider offers from other than Small Business firms. All other firms are deemed ineligible to submit offers. ************************************************************ In accordance with FAR Clause 52.212-2 Evaluations “ Commercial Items (Oct 2014) (a)The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor 1 “ Safety Factor 2 “ Past Performance (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). ************************************************************ The work shall be performed at various locations and could vary from location to location. All locations identified below will be able to order non-recurring work from this contract: 1) Naval Base Coronado (NBC) 2) Naval Base Point Loma (NBPL) 3) Naval Base San Diego (NBSD) Set Aside Status: Total Small Business Set-Asides in accordance with FAR 19.502-2
