Description
This is a Request for Information (RFI) only, it does not constitute a solicitation or a promise to issue a solicitation. This RFI does not commit the Government to contract for any supply or service. Columbia Environmental Research Center is not seeking proposals at this time. Responders are advised that the U.S. Government will not pay any costs incurred in response to this RFI. All cost associated with responding to this RFI will be solely at the interested party ¿s expense. Not responding to this RFI does not preclude participation in any future solicitation. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government, and will not be returned. Any information that the vendor considers proprietary should be clearly marked as such. The U.S. Geological Survey, Columbia Environmental Research Center, submits this RFI to interested parties in the construction, building, and foundation stabilization industry. This RFI is being used to gather market research for the Columbia Environmental Research Center to use to make decisions regarding the most cost efficient means to effect building stabilization repairs for the campus' main building and to determine the most effective means of putting repairs in place with consideration to the scientific research ongoing in the building. Statement of Need Building A3 is 34,019 square foot research laboratory building located on the campus of the Columbia Environmental Research Center located at 4200 New Haven Road, Columbia, Missouri. The building is a brick and mortar structure originally constructed in 1965 with an additional wing added in 1995. It has a partial basement. The building houses offices, research laboratory rooms and a 6,500 square foot research wet laboratory. Areas of structural failure have been observed at slab-on-grade section of the building where slabs are ¿floating ¿ and in the partial basement where it appears that some sections are rising and/or sinking. Evidence of movement can be seen throughout the building where walls and floors are cracking and pulling apart. Background The Columbia Environmental Research Center is an aquatics and toxicological research facility. The A3 Main building houses various ecological and toxicological laboratories, an extensive chemistry section, administrative offices, conference rooms, and common areas such as break room, copy room, lobby, and corridors. The building houses a large animal culture section in which various species of fish and aquatic invertebrates are reared for research studies. Research and culture water is provided by a deep well located on the campus. The building houses equipment and tanks necessary for blending large quantities of water for research. Effluent is moved through the main wet lab area of the building through a series of floor trenches. Qualifications Both large and small business are encouraged to participate in this RFI. The Government will analyze responses and evaluate recommendations. The Government may or may not elect to proceed with an acquisition of construction services based on this RFI. Information regarding the building such as original drawings will be made available to contractors during scheduled site visits. Your response should include both the STATEMENT OF CABABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained above. Please place "Attention: Building Stabilization Repairs in the subject line of your response. A SOLICITATION IS NOT CURRENTLY AVAILABLE AND MAY NOT DEVELOP FROM THIS RFI. If a solicitation is issued it will be announced at a later date and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
