Description
Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic intends to award a sole-source contract to Enterprise Electronic Corporation (EEC), 128 S Industrial Blvd, Enterprise, AL 36331-1270. Justification to procure using other than full and open competition is made pursuant to 10 USC 2304 (c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This effort is a follow-on to Contract N65236-10-D-3107, which was awarded to EEC on a sole source basis under the authority of 10 USC 2304 (c)(1). The proposed contract is for the procurement, sustainment, and upgrades to Supplemental Weather Radar Systems, SWR-250 (AN/FPS-131, Navy Designation). Additionally, the proposed contract will provide for the procurement of various related sub-assemblies, Radar Towers, Radio Frequency Filters, Uninterruptible Power Supplies, essential software products, software licenses for various weather detection tools, hardware upgrades, technical manuals, and training courses. Incidental procurement support services to be provided will include: repairing/replacing defective modules from existing systems; providing customer help desk support; providing on-site technical assistance, installation-related site surveys, AN/FPS- 131 software/hardware upgrades, IA patch testing, technical manual updates, and the retrofit of all existing systems with Enterprise Change Requests. EEC is the Original Equipment Manufacturer (OEM) of the equipment being procured and holds all proprietary rights to the equipment. An Indefinite-Delivery, Indefinite-Quantity, Firm-Fixed-Price contract with an ordering period of 60 months is anticipated. The estimated value of this contract is approximately $10,000,000. The applicable North American Industry Classification System code is 334511, with an applicable size standard of 750 employees. This notice of intent is NOT a request for competitive proposals or a solicitation of offers. All interested sources must respond in writing with sufficient information to establish capability to fulfill the requirement within fifteen (15) days of this publication. Verbal responses are not acceptable and will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
