This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Department of Veterans Affairs, C.W. Bill Young VA Healthcare System, Contracting Office, Bay Pines, FL. 33744 has a need to purchase Office Furniture, brand name or equal. The RFQ # is 36C24818Q0053. This combined synopsis solicitation RFQ and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular 2005-95 (01-19-2017). The combined synopsis solicitation is: 38 U.S.C. 8127 cascading order of precedence. Tiered evaluation of offers, also known as cascading evaluation of offers, is a procedure used in negotiated acquisitions when market research is inconclusive for justifying limiting competition to small business concerns or sub-categories of small business concerns. The contracting officer (1) Solicits offers from both small and other than small business concerns that will be evaluated in the following tier order: (a) service-disabled veteran-owned small business (SDVOSB); (b) veteran-owned small business (VOSB); (c) all other small business concerns; (d) other than small business. (2) If an award or a sufficient number of awards cannot be made at the first tier, evaluation of offers will proceed at the next lower tier until an award or a sufficient number of awards can be made. The NAICS Code is 337214; the size standard is 100 Employees. Note, Interested SDVOSB and VOSB s Offerors must be listed and registered in Vetbiz.gov to be considered for Award. This combined synopsis solicitation is for the purchase of Office Furniture listed above in paragraph one and below in the DESCRIPTION OF REQUIREMENT section. Responses shall be on an all or none bases, no partial submissions will be accepted. The Government reserves the right to make no award at all. FURNITURE REQUIREMENT: Office Furniture: BRAND NAME OR EQUAL Equal must meet all of these salient characteristics. Explanation of how Equal meets each salient characteristic must be included with quote. Contractors interested in providing office Furniture should submit their quotes via email to Danised.burt@va.gov. All questions or inquires must be submitted no later than 1:00 pm Eastern Standard Time on November 8, 2017. Email all questions to the Contract Specialist s above email address.
