- Pre-solicitation Notice for Armor Hardware, Turret Systems, and Platform Integration Kits (PIKs) Notice Type: Presolicitation Solicitation Number: W15QKN-18-R-0004 Title: Armor Hardware, Turret Systems, and Platform Integration Kits Classification Code: 10 - Weapons NAICS Code: 336992 - Military Armored Vehicle, Tank, and Tank Component Manufacturing Response Date: October 25, 2017 Primary POC: Marlene Sanchez Title: Contract Specialist Email: marlene.a.sanchez2.civ@mail.mil Phone: 9737242332 Secondary POC: Anthony Aurillo Title: Contracting Officer Email: anthony.r.aurillo.civ@mail.mil Phone: 9737242024 Set Aside: 100 % Small Business DESCRIPTION: PRE-SOLICITATION SYNOPSIS NOTICE: The U.S. Army Contracting Command - New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of Project Manager Soldier Weapons (PM-SW) anticipates issuing Request for proposal (RFP) W15QKN-18-R-0004 for Armor Hardware, Turret Systems, and Platform Integration Kits (PIKs) consisting of hardware kits to support integration of crew served weapons on vehicle platforms. The Armor Hardware consists of Gunner Protection Panels and Kits (e.g. Objective Gunner Protection Kits (OGPK)) that includes mechanical, electrical and electromechanical components such as cables, gunner accessory package (GAP), turret drive motors, controllers and transparent armor. The turret system consists of hatch assembly, slew bearing and gear ring for tactical vehicles, interfacing with Gunner Protection Kits. The PIKs provide the unique mechanical and electrical interfaces to integrate Remote Weapon Systems (RWS) to a variety of U.S. Government (USG) platforms. The Government intends to issue the RFP as a 100% set aside for Small Business. The Government intends to make up to three (3) awards as the result of the RFP. Each of the awarded contract(s), up to three (3), will include five (5) one (1) year ordering periods and will contain priced quantity ranges to cover Armor Hardware, Turret Systems and PIKs requirements. In the event more than one (1) award is made, subsequent delivery orders shall be competed utilizing best value techniques ensuring Fair Opportunity is given, as prescribed in Federal Acquisition Regulation (FAR) FAR 16.505(b). The initial Technical Data Packages (TDP) are for the Objective Gunner Protection Kits, Combat Vehicle Turret Assembly, and Vehicle Integration Kits in which the Government will award up to three (3) contracts. As future needs for the Armor Hardware, Turret Systems and PIKs are identified during the five (5) years of the contract(s), Firm Fixed Price (FFP) delivery orders will be competed among the Offerors who have been awarded IDIQ base contracts. The Statement of Work (SOW) will the define the contractors manufacturing, fabrication, assembly, production and delivery of armor and turret system hardware as well as platform integration kits in accordance with the Governments Technical Data Packages. Any offeror awarded a contract resulting from the formal solicitation shall be required to conduct First Article Test(s) (FAT). Required Armor Hardware, Turret systems, and PIKs configurations and Related Spare Parts Production Rates: Up to 50 kits per month for each of the Armor Hardware, turret systems and PIKs configurations and related spares along with the capability to ramp up within 6 months to a minimum of 300 kits per month of each configuration related spares. The Technical Data Packages will be attachments to the solicitation and will be marked with either "Distribution C" or "Distribution D" restrictive marking which limits distribution to Department of Defence and U.S. DoD contractors. These three TDPs contain technical data whose export is restricted by the Arms Export A.8 Control Act (Title 22, U.S.C., Sec 2751, et seq.) or Export Administration Act of 1979 (Title 50, U.S.C., App 2401, et seq.), as amended. Violations of these export laws are subject to severe criminal penalties. This also applies to distribution of the Technical Data Packages to all subcontractors at every level. FOR PLANNING PURPOSES ONLY: If/when a solicitation is released, to obtain copies of the Technical Data Package (TDP) marked Distribution C or Distribution D, Offerors will be required to e-mail the following documents to: marlene.a.sanchez2.civ@mail.mil. Completed and signed AMSTA-AR- Form 1350 Technical Data Request Questionnaire; Non-Disclosure and Non Use agreement (NDA), to be executed by an authorized representative of the respondent's firm; and Signed and approved DD Form 2345 Military Critical Technical Data Agreement. After the solicitation is released, and the required documents have been received and verified, the ACC-NJ will release the proprietary TDP by electronic upload to the AMRDEC Safe Access File Exchange (SAFE) to the email address of the receipt identified in your non-disclosure agreement. This PRE-SOLICITATION SYNOPSIS NOTICE is for information and planning purposes only and does not constitute a formal Request for Proposal (RFP). Following the release of an official solicitation, responsible sources may submit a capability statement, proposal, or quotation, which will be considered by the Government. This PRE-SOLICIATION SYNOPSIS NOTICE is not to be construed as a commitment by the Government. This is not a solicitation and does not obligate the Government to issue a solicitation, nor will the Government be liable for any costs involved in submission of information in response to this notice.
