- The Department of Veterans Affairs (VA) Office of Small & Disadvantaged Business Utilization s (OSDBU) goal is to gather information regarding the capability, capacity, and viability of US businesses that provide product supply chain end-to-end management. This would include ordering and logistics management for medical supplies and equipment to ensure that all VA medical facilities have the supplies and equipment needed to provide the best care to our Veterans. Currently, this is executed at the local level with government purchase cards, contracts, and a distribution prime vendor utilizing manual processes with limited IT tools. A potential requirement is that an interested vendor would be responsible for developing a medical surgical supply and equipment formulary for each facility in VA (see attached excel file), provide strategic sourcing, life cycle management, distribution, inventory management and analysis services, quality control/quality assurance support services, and warranty management services. The interested vendor would receive, process, and fulfil electronic orders, provide real-time electronic status, provide detailed invoices, receipt processing, and utilize best business e-commerce practices. This potential requirement may encompass all current and future medical facilities in each Veterans Integrated Service Networks (VISN), locations outside of the continental US, and US territories. Interested companies would also provide to the VA an e-commerce platform. This requirement may include software evolution, maintenance, and training as it pertains to an e-commerce portal that provides an up-to-date catalogue of up-stream supplier items grouped appropriately for ordering ease-of-use. The portal would provide a customer interface that includes activity/product analytics, calculation of economic order quantities, safety stock levels, and reorder points. The portal would provide the capability to prepare and process purchase orders, approvals, item tracking, receipting, returns, credits, updated product pricing and catalogs, and consolidation of invoices. This effort would minimize VAMC inventory stock on hand, promote standardization, and meet the needs of VA Health Care providers and our nation s Veterans. The interested vendor must support the Department of Veterans Affairs (VA) in its effort to use existing logistics resources in a more efficient and cost-effective manner without jeopardizing patient care. The VA is committed to providing quality medical supplies and equipment to the medical centers that provide healthcare to our nations Veterans. Your responses to a web-based questionnaire available at this site (https://compass.ridgewoodpartners.com/va/#fbo/notification/3) will be used to assist VA in ensuring that the "VA Rule of Two" is adequately considered for SDVOSB and VOSB firms both on VA's FSSs and in the open market. We cannot stress enough how important it is that you take these few minutes to help us increase our market research knowledge in VA contracting. This RFI is issued solely for information and planning purposes and does not constitute a formal Request for Proposal, or promise to issue a solicitation in the future. Respondents are advised that the Government will not pay for any information or administrative costs incurred in responding to this RFI. We are using this simplified method of market research to reduce the burden on small businesses. The data collected will not be shared with any entity outside of the VA and Monterey Consultants, Inc. and its necessary subcontractors. Monterey Consultants, Inc., is contracted by VA OSDBU for assistance with this market research effort and the survey portal is managed by this group on behalf of VA OSDBU. Monterey has signed Non-Disclosure Agreements in place and is restricted under Organizational Conflict of Interest clauses from sharing submitted information with any party except the VA. Monterey is not engaged in this industry and does not plan on doing business within this area in the foreseeable future DISCLAIMER: A solicitation is not currently available. If a solicitation is issued it will be announced later, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Any response submitted by respondents to this request constitutes consent for that submission to be reviewed by VA OSDBU.
