Description
This notice is for planning purposes only and does not obligate the government to award a contract or otherwise pay for the information provided in response. The government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any contractor responding to this notice should ensure that its response is complete and sufficiently appropriate and sufficiently detailed to allow the government to determine the contractor's qualification to perform work. Respondents are advised that the government is under no obligation to acknowledge the receipt of the information received or to provide feedback to respondents with respect to any information submitted. Responses to this notice will not be considered adequate responses to a solicitation. The Government requests small businesses submit a response which shall include a brief description of same/similar services offered to the Government and to commercial customers. Capability packages should clearly address the following: 1) A technical understanding of the requirement to provide Aviation Survival and Egress Training in accordance with Army Regulation (AR) 95‐1 and USCENTCOM Theater Training Requirements dated 061350ZMAR17. 2) Does your firm have the relevant past performance experience within the last three years related to performing the requested training? Interested parties should submit their capability packages by 03 November 2017, 5:00 pm EST to chelsea.l.smith43.mil@mail.mil. Please include company name, address, telephone number and technical point of contact, brochures / literature. Capability packages must not exceed 15 pages, must be submitted electronically and should clearly indicate whether your firm is capable to provide the requested training. All contractor questions must be submitted no later than 12:00 pm EST on 30 October 2017 to Chelsea Smith at chelsea.l.smith43.mil@mail.mil. All information is to be submitted at no cost or obligation to the Government. THIS SOURCES SOUGHT NOTICE IS BEING ISSUED FOR PLANNING AND MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITAITON. REPSONSES TO THIS NOTICE ARE NOT CONSIDERED AS OFFERS AND CONNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE GOVERNMENT IS NOT AND WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES RESPONDING TO THIS SOURCES SOUGHT NOTICE. Statemnt of Work 1. Project Overview: The purpose of this Statement of Work is to acquire Aviation Survival and Egress Training (Dunker Training) for C Co 3-126th AVN (AA) a Vermont National Guard unit located at 141 Shamrock Road, South Burlington, VT. The contractor shall provide a training event that will train and certify the C Co 3-126th AVN (AA) aircrew members on Aviation Survival and Egress Training (ASET2). The training must meet the standards described in Army Regulation (AR) 95‐1 and USCENTCOM Theater Training Requirements dated 061350ZMAR17. The contractor shall provide Shallow Water Egress Trainer (SWET) and Modular Egress Training Simulator (METS) commonly referred to as "dunkers", and Emergency Breathing System (EBS) IAW AR 95‐1 Para 8‐12 (3). Helicopter aircrews performing over water operations that are required to wear life preservers or performing deck landing operations should be SWET and METS qualified and current and carry an approved EBS. Currency is defined as 4 years for this training. USAAWC, U.S. Navy, U.S. Air Force or U.S. Coast Guard accredited or certified facility is preferred. 2. Specific Tasks and/or Services: Vendor provided training must cover the following topics: 1. Hazards and emergencies associated with aircraft in over‐water situations 2. Physics and physiology for use of compressed air 3. Safety and survival equipment utilization and deployment 4. Introduction to hypothermia mitigation and sea survival 5. Coping with physiological and psychological stress 6. Personal rescue techniques and use of life rafts and signaling devices 7. Characteristics of personal floatation devices and aviation jackets 8. Introduction to search and rescue resources and equipment 9. Introduction of rescue devices and simulated rescues 10. Preparation for emergency landing and ditching situations 11. Dry/wet evacuation through an emergency exit from a ditched aircraft on water 12. Preparation for emergency landing and ditching situations on breath hold utilization the Shallow Water Egress Trainer (SWET) 13. Preparation for emergency landing and ditching situations with an EBD utilizing the Shallow Water Egress Trainer (SWET) 14. Evacuation and escape training utilizing the Modular Egress Training Simulator (METS) with and without utilizing an EBD 15. The Modular Egress Training Simulator will be configured to resemble the HH60 or UH60 air frame. Vendor must be able to provide each student with a course completion certificate upon successful completion of the requirements. 3. Government-Furnished Equipment and Information: No Government equipment provided. Vendor to provide facility, equipment and all materials necessary to conduct the training. 4. Place of Performance: The Contractor will provide an adequate training center to successfully train and certify the C Co 3-126th AVN (AA) aircrew members on the specific tasks and/or services listed under section 4 of the Statement of Work. It's the Governments intent to bus the students to the training location. Vendor training facility must be within an eight hour driving distance from South Burlington, VT. 5. Period of Performance: 1 December 2017 - 3 December 2017 Training dates are non-negotiable due to competing requirements and a limited timeline.
