- This is a SOURCES SOUGHT NOTICE. This announcement seeks information from industry which will be used for preliminary planning purposes only. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Respondents will not be notified of the results of this notice. The Southern Arizona VA Health Care System (SAVAHCS) is seeking a qualified Service-Disabled Veteran-Owned Small Business (SDVOSB) Architect-Engineering (A/E) firm to provide A/E services for Project 644-16-021, Replace Air Handling Units located in the Community Living Center and the Main Building of the Phoenix Arizona Veteran Administration Health Care System (PVAHCS) located in Phoenix, Arizona. The A/E shall provide all services necessary for the complete removal and replacement of four (04) Air Handling units on the PVAHCS campus. Services necessary for this project include, (a) architect(s), (b) project manager, (c) mechanical engineer, (d) structural engineer, (e) electrical engineer, (f) CADD, (g) architect designer, (h) mechanical designer, (i) electrical designer, (j) construction cost estimating/scheduling. Experience designing a dehumidification using HEDS High Efficiency Dehumidification System technology as provided by the Department of Energy (DOE), Federal Energy Management Program (FEMP), Buildings Technologies Office (BTO) 2016 JUMP competition winner is essential. Evaluation factors are of equal importance and include: (1) Professional qualifications of staff and assigned consultants; (2) Specialized experience and technical competence in health care facilities design. Prior experience should include completion of similar projects; (3) Knowledge of the project; (4) Past performance on recent contracts with government agencies and private industry in terms of cost-effective design, estimating, quality construction documents, compliance with design schedules, change orders and claims; and (5) Capability of and commitment to providing accurate professional A/E services during the construction period, including timely replies to RFIs, review of submittals & shop drawings, and periodic contraction inspections. The requirement will be procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6 and VAAR Part 836.6. The applicable NAICS code is 541310 and the small business size standard is $7.5 Million. Magnitude of the construction is between $1,500,000 and $5,000,000. This is a 100% Service-Disabled Veteran-Owned Small Business Set Aside. Potential offerors must be registered in the System for Award Management (SAM) at www.sam.gov and visible/certified in Vet Biz at www.vetbiz.gov at time of submission. As a prospective offeror for a Service-Disabled Veteran-Owned Small Business (SDVOSB) set aside, you are verifying your company meets the status requirements of a SDVOSB concern as established by 38 CFR Part 74. NOTE - Offerors are referred to VAAR Clause 852.219-10(c)(1): Services (except construction) at least 50 percent of personnel for contract performance will be spent for employees of the concern or employees of other eligible service-disabled veteran-owned small business concerns. In order to assure compliance with this clause, all firms submitting information for this Sources Sought Notice are required to indicate how their firm can meet this requirement, either with in-house personnel or subcontracting to other SDVOSBs. LOCATION: The project is for the A/E professional design services located at the PVAHCS, Carl T. Hayden Medical Center, 650 E. Indian School Road, Phoenix, AZ 85012. TYPE OF CONTRACT: The Government contemplates award of a firm fixed price contract. SUBMISSION REQUIREMENTS: Interested parties responding to this Sources Sought Notice shall submit and electronic copy of their SF 330 to include the following information: Company name and address, point of contact with phone number, email address, and DUNS number; Documentation relating to capability of performance of a multi-discipline design services project (including references); Proof of registration in the CCR and VA Vet Biz website or intention of registration prior to submission of offers to a solicitation; Description of how the firm will meet 50% of personnel costs with a SDVOSB; All socio-economic categories applicable for the company; Any other pertinent company documentation required in the Notice. The response date to this Sources Sought notice is Friday, November 10, 2017 at 3:00 PM Arizona Time. This market research is for informational and planning purposes only to determine if a SDVOSB set-aside is appropriate. Electronic copies of the SF 330 should be submitted to the Contract Specialist at Howard.Cyrus@va.gov Hard copies will not be accepted. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY OF THE COSTS ASSOCIATED WITH RESPONDING TO THIS SOURCES SOUGHT NOTICE. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.
