Page 4 of 4 This is a Sources Sought (SS) Notice only, not a solicitation announcement and should not be considered as such. There is no solicitation available at this time. The Government will not pay for any information received in response to this SS, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This SS does not constitute a commitment by the Government. Any information provided in response to this market survey will be used for informational purposes only and will not be released. Contractor participation is not a promise of future business with the Government. The purpose of this SS is to conduct Market Research to determine an acquisition strategy for the establishment of specialty beds and equipment for rental. The Louis Stokes Cleveland VA Medical Center, PCS/Nursing Service requires the use of specialty bed systems and/or surface mattresses to meet the need of our patients, to maintain patients skin integrity, as well as to promote healing of ulcers/wounds. Specialty surfaces prevent and treat wounds by improving tissue perfusion, eliminates sheer and friction, and pressure by means of a self-adjusting therapy by which is simulation of a fluid air or liquid immersion therapy environment. To ensure continuity of care, a broad spectrum of products are needed to complete this mission. The items are to aid in wound care management, range from bed frames, to specialty surfaces and overlays, to wound care equipment. When needed, these items may be rented for a limited period. These beds and/or surfaces are requested on an as needed basis. In most cases, existing beds and surfaces will not accommodate the special needs of this unique population. Due to the variation of patient needs and the lack of storage space, rental is the preferred method to procure requested items. Equipment shall be maintained by the contractor; a dedicated and qualified technician shall be assigned to the facility, and the equipment shall be delivered, repaired or replaced within four (4) hours if maintenance cannot correct the identified problems. Because each patient s condition is unique the facility does not own fluid air or liquid therapy surfaces/beds, bariatric beds, and specialty equipment to support these specific patient care requirements. The types of beds and mattresses required to be rented are as follows: Standard Surface (Mattress) Control unit must power both specialty mattress and frame Mattress must be 6-10 inches in depth Simulation of fluid air or liquid The mattress must connect to the control unit Accommodate patients up to 500lbs Assist in the elimination of deep tissue shear Promote near normal deep tissue perfusion Ability to accommodate existing bed frames in the Medical Center, but not limited to Versa-Care, Total Sport II frames, Carroll bed frames and Spirit Select Support patients with advance staged wounds, multiple pressure ulcers, flaps, skin grafts, and burns Conforms to positioning of patient Safe for spinal cord injury patients 12-hour battery life or more Adjustable firm and softener surface Auto inflate/deflate to position Wipeable surface/mattress Emergency valve release to deflate for CPR Mattress will need to accommodate bed frames with foot extenders: 82 88 Width: 35 Must meet FDA regulations for entrapment IV pole and Foley bag holder Bariatric Surface (mattress) Simulation of fluid air or liquid Control unit must power specialty mattress Mattress must be 6-10 inches in depth 12-hour battery life or more (specialty mattress) Adjustable firm and softener surface Auto inflate/deflate to position Wipeable surface/mattress Emergency valve release to deflate for CPR Bed deck height range: 17 to 30 Bed deck length: 84 (96 with optional extender) Trendelenburg and cardiac chair Support patients with advance staged wounds, multiple pressure ulcers, flaps, skin grafts, and burns Conforms to positioning of patient Safe for spinal cord injury patients Microclimate control Weight Capacity: Up to 1000 lbs. Must meet FDA regulations for entrapment The Department of Veterans Affairs, Network Contracting Office 10, is conducting market research to determine if there are any Large BusinessesRemove if there are any Large Businesses and we already know that the Large Businesses exist. and if there are a sufficient number of Small Businesses capable of performing the requirements to warrant a set-aside. The proposed solicitation is to furnish all materials, labor, equipment and transportation required to provide equipment to the Department of Veterans Affairs, Dayton VA Medical Center. Contractor shall also comply with any other federal, state, and local laws applicable to the industry. Potential sources must demonstrate experience and knowledge of required services and capability to provide such supplies. Potential sources should submit: business name and address; point of contact; business size, and any applicable business socio-economic category; capability statement; Do you currently provide specialty bed rentals for the Department of Veterans Affairs, if so, where?; What is the highest number of specialty bed rentals that your company provide services for currently; Demonstrate your company s experience providing specialty bed/mattress rentals; Demonstrate your company s ability to provide for qualified technician to support the contract; Demonstrate your capabilities to provide or acquire the necessary resources (i.e. personnel, facilities, materials, transportation, equipment and services) to provide for approximately 50 rentals per month; How much of the performance would your firm need to subcontract in order to provide the necessary services? Provide specific areas to be sub-contracted. provide information for recent and relevant projects similar in nature; DUNS number; contract number if applicable; brochure of equipment; sample of mattress; and authorized distributor letter. The NAICS code for this procurement is 532299Review the NAICS code to ensure this is the one closest to the rental. Another, closer NAICS may be 532490 which has a higher dollar value for the small business size standard. 532490 and the small business size standard is $7.532.5 million dollars.
