- Request for Information for OMS procurement The General Services Administration (GSA), Federal Acquisition Service (FAS), Office of General Supplies and Services (GSS), Business Operations Support (BOS) Division and Internal and Emergency Acquisition Division (IEAD) is seeking information regarding a contractor’s capability to provide c ommercial cloud based solutions and services. GSA currently utilizes a commercial, off-the-shelf Order Management Services (OMS) solution for GSS business lines. OMS is a commercial, cloud-based solution that utilizes the Sterling platform to accept and process orders while providing status updates and visibility throughout the order life cycle. OMS includes order processing for all GSS methods of supply, from multiple ordering channels such as Department of Defense, GSA Advantage eCommerce, and retail stores as well as Electronic Data Interchange (EDI) between GSA and vendors, and compliance with the Defense Logistics Management System (DLMS) EDI and extensive markup language (XML) standards. These processes and dynamic functions lead to a high level of complexity in terms of business rules, data standards, interface systems, and trading partner capabilities for the Government, the contractor and GSA customers. To achieve the aforementioned end goal in an economically viable way, GSA is issuing this RFI to engage its vendor partners’ experience, capability, recommendations, and interest. This RFI is meant to achieve the following goals: 1. Gain feedback from industry and any other relevant stakeholders on the feasibility of this concept; 2. Better understand how industry would achieve optimal performance and efficiency in meeting the above goals; and 3. Identify concerns and potential barriers to full implementation of a concept to achieve the goals. The potential project scope and description is identified below. Specific business rules will be established if a solicitation is developed pursuant to this RFI. GSA is seeking industry feedback on the scope and other aspects of the potential project.
