- Synopsis: The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole source Firm-Fixed Priced Delivery Order under Basic Ordering Agreement (BOA) Number N00019-17-G-0001 with Insitu Inc. of 118 East Columbia River Way, Bingen, WA, to procure Non-Recurring Engineering (NRE) efforts and retrofit costs required for the preparation and implementation of a Class I Engineering Change Proposal (ECP) to design and test changes to RQ-21A Communication Relay Payload (CRP) battery bracket assemblies. The supplies and services to be procured include; non-recurring engineering (NRE) to update production drawings and Integrated Logistics Support (ILS) elements retrofit costs, and data deliverables. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of Title 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy the requirements." Insitu is the sole designer, developer Original Equipment Manufacturer and integrator of the RQ-21A Blackjack UAS and as such, is the only known source available with the requisite technical knowledge, experience and tooling to perform the efforts described herein, in order to satisfy the government's requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No contract will be awarded on the basis of offers received in response to this notice. This synopsis is published for information purposes only. Interested parties, however, may identify their interest and capability by responding to this notice. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement is within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
