- FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers-New England District intends to issue a single award, firm fixed-price contract, on a sole source basis to THE UNIVERSITY OF RHODE ISLAND GRADUATE SCHOOL OF OCEANOGRAPHY, Kingston, RI (URI). The resultant contract is required to provide HYDRODYNAMIC MODELING, ANALYSIS & REPORTING of various bathymetric configurations at the EDGEWOOD SHOALS AREA of the Providence River. Contractor shall provide all labor, equipment, and materials necessary to evaluate multiple alternative bathymetric configurations of the Edgewood Shoals area south of Fields Point in Providence, RI, with the goal of evaluating water circulation and water quality impacts associated with a proposed Confined Aquatic Disposal (CAD) cell in the Edgewood Shoals area. Hydrodynamic model simulations, resultant data and evaluation of CAD cell alternatives are necessary to support the Corps' PROVIDENCE RIVER DREDGED MATERIAL MANAGEMENT STUDY. In 2004 URI developed a proprietary 4D Regional Ocean Modeling System hydrodynamic model of the entirety of Narragansett Bay, and since that time has been modifying, improving, and field verifying the accuracy of that model, which is critical to accomplish the proposed work. Per FAR 6.302-1(a)(2)(iii)(B) only one responsible source will satisfy agency requirements without unacceptable delays due to the non-existence of a similar state of the art, field verified hydrodynamic model of Narragansett Bay. Period of Performance: TWO HUNDRED SEVENTY (270) DAYS FROM DATE OF AWARD All responsible sources may submit a capability statement, or a response, which if timely, will be considered by the agency. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The purpose of this notice is as market research to determine the availability of other qualified sources that currently have a similar state of the art 4 dimensional hydrodynamic model of Narragansett Bay and are capable of meeting the requirements identified above. The Government is not obligated to and will not pay for information received from potential sources as a result of this notice. All responses received within ten (10) days of the posting of this notice, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
