Description
Identification of the statutory authority permitting other than full and open competition: The acquisition is conducted under the authority of 41 United States Code (U.S.C.) 253 (c) (_1_) as set forth in Federal Acquisition Regulation (FAR) 6.302-_1_ Name of the proposed contractor(s): GlaxoSmithKline Nature of the acquisition and proposed unique qualifications of the contractor(s): This acquisition is to increase target quantities for Havrix® and Twinrix ® vaccines on the existing GSK adult contract 200-2017-94414 in light of ongoing outbreaks of Hepatitis A disease among adults in several US cities. Hepatitis A is a contagious liver disease that results from infection with the Hepatitis A virus. It can range in severity and usually spreads when a person ingests the virus from contact with objects, food, or drinks contaminated by feces or stool from an infected person. In light of ongoing outbreaks of Hepatitis A disease among adults in several US cities, the demand for adult Hepatitis A vaccine has increased substantially over the past 6 months. The vaccine supply to meet this unexpected demand in the US has become constrained and the current contract ceiling quantities are not enough to meet the current demand. To address current supply constraints, CDC staff are working directly with public health officials in areas experiencing outbreaks to provide guidance about how best to target vaccine distribution. In addition, US-licensed manufacturers of adult Hepatitis A vaccine (GlaxoSmithKline Vaccines) are exploring options to increase domestic supply and are working collaboratively with CDC to monitor and control ordering of vaccine to make the best use of available supplies of adult Hepatitis A vaccine during this period of unexpected increased demand. As of early October 2017, the largest ongoing outbreak of disease is occurring among homeless persons in San Diego. Cases number more than 450 to date, with at least 14 deaths. Despite months of ongoing vaccination and other public health response activities in San Diego, the number of cases has continued to grow and does not show signs of slowing. In addition, hepatitis A cases in which the virus is genetically linked to the San Diego cases have occurred in others cities within California (e.g., Los Angeles, Santa Cruz) and other states (e.g., Colorado, Utah, Arizona). Given the critical role state and local public health agencies play in responding to outbreaks, additional vaccine is needed to continue current vaccination efforts, address additional outbreaks during the coming weeks, and sustain the routine vaccination of adults against Hepatitis A. In order to make sufficient vaccine available during this period of increased demand, CDC must modify its current adult vaccine purchase contracts with GSK. Vaccine manufacturers must have FDA-approved licenses for HEP A vaccines. Project description. To increase the HEP A vaccine target quantity on contract number 200-2017-94414 as follows: • Increase quantities of HEP A (HAVRIX®) by 1,000,000 doses, across National Drug Codes (NDCs): 58160-0826-11 and 581-0826-52 • Increase quantity of HEP AB (TWINRIX®) by 500,000 doses (NDC: 58160-0815-52) Any interested party may respond by Monday, October 23, 2017 at 11:00 AM EST to Christina McMillian via e-mail at wpn6@cdc.gov.
