Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. The Naval Sea Systems Command (NAVSEA) Program Executive Office Submarines (PEO SUB) seeks to identify possible sources interested in fulfilling the requirements of the AN/BPS-16(V)5 RADAR System. The AN/BPS-16(V)5 RADAR System consists of hardware and software components that provide submarine navigation, contact tracking and collision avoidance. The major hardware components consist of: •Antenna (Mast mounted) •Mast •Antenna Control Unit •RADAR Processing Unit •RADAR Set Control •Electronic Hull Penetrators (EHPs) and Dip Loops The BPS-16(V)5 is part of the Submarine Warfare Federated Tactical System (SWFTS) and receives capability upgrades per the Advanced Processor Build (APB)/Technical Insertion (TI) process. The AN/BPS-16(V)5 operating system and application are IA-enabled and security hardened in accordance with the SWFTS IA requirement documentation. This procurement is for development, engineering and technical services, production, installation support, technology refresh/insertion, modernization kits, hardware and software systems, associated spares, Integrated Logistic Support (ILS), and in-service support for SSN688I, SEAWOLF, SSBN, SSGN and VIRGINIA Class submarines. This procurement may include support engineering, software development for future capabilities, and production for future RADAR upgrades. The Government requests that interested sources provide a detailed response that addresses the following: 1)Technical Approach a.Provide an overall technical description of the functions and capabilities that you are capable of delivering. b.Describe your experience with developing a new hardware and software baseline. c.Discuss your experience with applying an "Open Systems Architecture" within the collaborative development environment. d.Provide a description of any experience with Information Assurance (IA) or Cyber security requirements. e.Explain your company's process for identifying technology obsolescence and replacement components. Explain how the system architecture design allows for insertion of the updated components 2)Maintenance Philosophy a.Describe your experience with maintaining and repairing similar systems onboard US Navy submarines (i.e., operational and intermediate level maintenance). b.Describe your experience and capability to perform depot maintenance for similar systems. 3)Data Rights a.Government desires Government Purpose Rights data rights. Provide details of any limitations on technical data rights for the equipment specifically proprietary information that would not be shared with the US Government. 4)Other a.Describe any additional information or resources necessary to compete on this procurement should a solicitation be released. b.Provide a company point of contact, small business size, and any other information to assist in determining whether your company may be able to fulfill the requirements. This sources sought notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Any information submitted by respondents as a result of this sources sought notice is strictly voluntary. All documentation shall become the property of the Government. All information provided by the respondents can be marked "business sensitive" and will only be shared between Government activities and employees. Responses can be classified up to the SECRET level but need to be marked and handled appropriately in accordance with the referenced security classification guides for the RADAR system. The Government will accept specific questions or comments submitted in response to this notice or information provided as a result of this Sources Sought Notice. The Government may or may not be able to provide answers to all questions at this time. All firms responding to this Sources Sought Notice are advised that their response to this notice is not a request to be considered for a contract award. If a solicitation is issued, it will be announced later via FedBizOpps and all interested parties must respond to that solicitation announcement separately from the response to this sources sought notice. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT SOLELY ON THE BASIS OF THIS SOURCES SOUGHT NOTICE.
