- Naval Air Systems Command (NAVAIR) and PMA 251 Aircraft Launch and Recovery Equipment (ALRE) Program Office is issuing this Request for Information to determine the feasibility and industry interest in the acquisition of a lightweight airfield surfacing system to support vertical aircraft and ground vehicular operations. Submissions will be considered based on their ability to meet the functional and performance requirements described below, as well as, its total life-cycle impact. Interested companies may submit relevant product specifications, or literature, and may proffer alternate technical solutions that meet Government requirements, as delineated below. Rough Order of Magnitude pricing may be submitted for Government information and planning purposes. Eligibility The applicable PSC is 5680 and the applicable NAICS is 332312 with a size standard of 500 employees. All interest businesses are encouraged to respond. Requirements The airfield surfacing system shall be designed to enable rapidly deployable Vertical Takeoff and Landing (VTOL) pads for vertical aircraft and ground vehicular operations. 1.0 Structural Load Requirements 1.1 Airfield panels shall be able to support a 64,400 lb load applied over a 23"x11" contact area (255 psi), without catastrophic failure of the panel, when fully supported by a California Bearing Ratio (CBR) 6 subgrade. Catastrophic failure is defined as any failure mode that could result in Foreign Object Debris (FOD) damage to an aircraft, or any failure mode that presents a safety risk to aircraft, personnel, or equipment. 1.2 Airfield panels shall survive 500 cycles of a 57,960 lb load applied over a 23"x11" contact area, followed by 1,000 cycles of a 30,240 lb load applied over a 28"x11.5" contact area, without catastrophic failure of the panel when fully supported by a CBR 6 subgrade. Total plastic deformation of the supporting CBR 6 subgrade shall not exceed 6" after the accumulated 1,500 load cycles. 1.3 Airfield panels shall survive 3,000 cycles of a 19,600 lb low-speed (< 5 mph) rolling tire load applied over a 20"x20" tire contact area, followed by 3,000 cycles of an 11,150 lb low-speed rolling tire load applied over a 20"x20" contact area, without catastrophic failure of the panel when fully supported by a CBR 6 subgrade. Total plastic deformation of the supporting CBR 6 subgrade shall not exceed 6" after the accumulated 6,000 load cycles. 2.0 Thermal Load Requirements 2.1 Airfield panels shall survive 250 hours of exposure to 400F, without significant structural degradation. The panels shall satisfy the structural load condition of paragraph 1.1, at ambient temperature, after this thermal conditioning. 2.2 Airfield panels shall satisfy the structural load condition of paragraph 1.1, at a 200F elevated temperature. 3.0 Subgrade Preparation Requirements 3.1 Airfield panels shall be installed on a minimally-prepared (minimal support equipment/hand tools) subgrade, with a minimum CBR of 6. Submittal Information and Instructions The Government requests interested companies submit documentation to address the following information: 1. Company Name and Address; applicable CAGE code, company point of contact and position along with contact information. 2. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a definitive statement of current small/large business status. 3. Manpower to include the number of company employees and applicable skill sets. Interested companies are invited to submit a Capabilities Package of no more than 3 pages in length, single spaced, 12 point font minimum. The Capabilities Package will be used to determine a company's ability to meet the requirements and the information requested in the Capability Package Submittal Information and Instructions 1-3. The Government may subsequently opt to conduct company site visits to further determine eligibility and capability. Please note that this Request for Information is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and Government is not obligated to award a contract as a result of this announcement. The Government will NOT reimburse companies for any expenses incurred to prepare the Capability Package Submittal Information.
