- Amendment Solicitation Redacted J&A Notice of Intent to Sole Source The Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS&IMF), Bremerton Washington, intends to solicit and negotiate a Sole Source, Firm-Fixed-Price Purchase Order with FRHAM Safety Products, Inc. The procurement is WetSuit, Radcon. This is a FAR 13.5 single source procurement and will be justified under the authority of Other Than Full and Open Competition in FAR 13.501(a)(1) and 10 U.S.C. 2304(g). Only one responsible sources and no other requirement will satisfy the needs of the Government. It was determined that the needed items are only available from FRHAM Safety Products, Inc., who only provides the proprietary (patent # 5,614,302/dated 25 Mar 1997) process that allows the bagsuites material to breathe while maintaining its waterproof integrity. This award is initiated due to PSNS&IMF limited quantity of WetSuit, Radcon on hand. Currently, t he purpose of switching to this wetsuit is in an effort to mitigate concerns of heat stress related issues. The wetsuits available per the Stock System do not have this feature. The PVC and polyurethane-coated nylon wetsuits in the Stock System do not have breathable properties; instead, they do just the opposite and retain heat. The suits in the Stock System that have vents installed on them do not support heat exhalation. The vents are only beneficial when used in conjunction with air-fed hoods and they allow excess air-pressure to vent so that the suits do not become over pressurized. PSNS is not going to be using air-fed hoods in conjunction with wetsuits. The North American Industry Classification System (NAICS) code for this requirement is 313310. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a contract for this requirement on 10/30/2017. This notice satisfies the requirement at FAR 5.201(b)(1), to publicize the proposed contract action. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purposes of determining the market place for future procurements. The Government will not pay for information submitted. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement.
