Description
A Sources Sought notice for this requirement was originally published to FBO under solicitation number R17PS01157. The solicitation number has been changed and is now 140R2018R0004. The Bureau of Reclamation, Mid-Pacific Region intends to solicit proposals for Law Enforcement services at Folsom Dam, Folsom, California. The Law Enforcement services will include but are not limited to providing 24/7 uniformed armed law enforcement services to the Folsom Dam complex and associated assets and enforcing the criminal statutes of the State of California and the appropriate political subdivisions (e.g. counties, municipalities). All Law Enforcement Officers (LEOs) provided by the Contractor will be fully certified under California Peace Officer Standards and Training (POST) requirements. The awarded contract will be for a base plus four option years. Pursuant to Part 12 and Part 15 of the Federal Acquisition Regulations this is notice that Reclamation intends to issue a solicitation around the second week of November 2017. The solicitation and associated documents will be posted online at www.FBO.gov. This notice is NOT a Solicitation or Request for Proposals, it is notice that a Solicitation is anticipated to be issued in the near future (approximately the second week of November 2017). Quotes will be due at least 30 days after the date of solicitation issuance. A site visit is anticipated to be held during the week after the solicitation is issued. Reclamation anticipates issuing the solicitation on an unrestricted basis, meaning large and small businesses and local government entities may submit proposals. The applicable North American Industry Classification System (NAICS) Code is 561612 ‘Security Guards and Patrol Services' and the associated Small Business Size Standard is $20.5 million. The Government anticipates award of this procurement no later than February 2018. Reclamation will consider all responsible sources who submit a timely proposal that conforms to the solicitation. Prospective offerors may submit proposals through hard copy (paper) or electronic mail (email) to the address listed in the solicitation. Award will be made based on a trade-off process, which will be detailed in the solicitation. Any contractor interested in doing business with the Federal Government must register in the System for Award Management (SAM) database prior to award of a contract or agreement. WWW.SAM.gov is a Federal Government owned website and there is no charge for registration. Registration is free. All invoices for this procurement must be submitted through the Department of Treasury's Internet Payment Platform located at www.IPP.gov.
