Page 1 of 3 SUBJECT: This is a Pre-solicitation notice for the following requirement under Project Number 544-18-101 Replace Steam Condensate Lines Building 8 to Building 120, Dorn VAMC Columbia, SC. A REQUEST FOR PROPOSAL WILL BE POSTED ON OR ABOUT OCTOBER 30, 2017. DO NOT CALL PRIOR TO THE ISSUANCE OF THE REQUEST FOR PROPOSAL. PROJECT DESCRIPTION: The purpose of this project is to replace the existing steam and condensate lines from Building 8 to Building 120. The condensate lines are existing 3 insulated with fiberglass metal jacket and includes 4 service connections. Service connections on the identified replacement lines include Building 120, Building 106, and Building 7. The existing steam lines are 6 insulated with fiberglass metal jacket and include service connections to building 120, 106, and 107. Work will include all supervision, labor, materials, and equipment necessary to fully remove and replace the existing steam and condensate line. Contractor shall utilize installation methods which minimize the utility outage to no more than 8 hours. The steam utility serves as a critical utility to the VA Medical Center and must remain intact as long as possible. Upon completion of efforts within the steam vaults, contractor shall reseal along the vaults using elastomeric (flexible) sealant. The replacement line shall be A-53 Grade B, ERW; fittings will be ASTM A-234 Grade WPB; flanges will be ASTM A-105 and of the same size (schedule 80) as the existing 3 condensate service and 6 steam service. Contractor shall be responsible for including all necessary adapters, fittings, valves, insulation, metal jacket, and appurtenances necessary for installation and reconnection of all existing building branches. Contractor to provide hydrostatic testing prior to insulation installation. Insulation shall be 2 nominal thickness covered with 0.016 corrugated aluminum jacket and metal fittings. This project also requires installation of a damming effect within the trench box at building 120 to prevent future steam and/or condensate leaks from entering the vault at building 120. The material used to create the effect shall be formed concrete or other approved materials as coordinated with the COR. The intent is to provide a vapor retardant to prevent steam/or condensate vapor from entering building 120 from the vault. Where pipes traverse through the newly installed barrier, contractor shall install link seals to ensure dynamic flexibility is maintained. Portions of the work traverse Patriot Park Lane and will require excavation and removal of existing paved asphalt roads. The exact location of the direct bury steam line is unknown but assumed to travel directly across from point A to B. Contractor shall use GPR or other means to verify exact location prior to excavation. After completion of steam and condensate line installation, contractor shall replace backfilled material. Unsuitable soils are not expected to be encountered. Contractor shall replace existing asphalt per SCDOT manual along roadway as well as trench lid removal locations in front of Building 7, see below for number of spaces. The period of performance is ninety calendar days. SET-ASIDE: 100% Service Disabled Veteran Owned Small Business (SDVOSB) MAGNITUDE OF PROJECT: Between $500,000 and $1,000,000. NAICS CODE: 238220 CONTRACT TYPE: Firm Fixed Price TECHINCAL EVALUATION FACTORS AND PROPOSAL SUBMISSION INSTRUCTION WILL BE POSTED IN THE SOLICITATION. Important Notice: Apparent successful offerors must apply for and receive verification from the Department of Veteran Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises at the time of offeror s submission. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz at the time of offeror s submission will result in the offeror s proposal being deemed non-responsive. All offerors are urged to contact the CVE and submit the required documents to obtain CVE verification of their SDVOSB status if they have not already done so. Offeror s must also be verifiable in the VETS 4212 Data Base at the time of offeror s submission. VA NOTICE OF TOTAL SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (DEC 2009) (a) Definition.   For the Department of Veterans Affairs, Service-disabled veteran-owned small business concern : (1) Means a small business concern: (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans (or eligible surviving spouses); (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; (iii) The business meets Federal small business size standards for the applicable North American Industry Classification System (NAICS) code identified in the solicitation document; and (iv) The business has been verified for ownership and control and is so listed in the Vendor Information Pages database, (http://www.VetBiz.gov). (2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). (b) General.   (1) Offers are solicited only from service-disabled veteran-owned small business concerns. Offers received from concerns that are not service-disabled veteran-owned small business concerns shall not be considered. (2) Any award resulting from this solicitation shall be made to a service-disabled veteran-owned small business concern. (c) Agreement.   A service-disabled veteran owned small business concern agrees that in the performance of the contract, in the case of a contract for: (1) Services (except construction), at least 50 percent of the cost of personnel for contract performance will be spent for employees of the concern or employees of other eligible service-disabled veteran-owned small business concerns; (2) Supplies (other than acquisition from a non-manufacturer of the supplies), at least 50 percent of the cost of manufacturing, excluding the cost of materials, will be performed by the concern or other eligible service-disabled veteran-owned small business concerns; (3) General construction, at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern s employees or the employees of other eligible service-disabled veteran-owned small business concerns; or (4) Construction by special trade contractors, at least 25 percent of the cost of the contract performance incurred for personnel will be spent on the concern s employees or the employees of other eligible service-disabled veteran-owned small business concerns. (d) A joint venture may be considered a service-disabled veteran owned small business concern if (1) At least one member of the joint venture is a service-disabled veteran-owned small business concern, and makes the following representations:   That it is a service-disabled veteran-owned small business concern, and that it is a small business concern under the North American Industry Classification Systems (NAICS) code assigned to the procurement; (2) Each other concern is small under the size standard corresponding to the NAICS code assigned to the procurement; and (3) The joint venture meets the requirements of paragraph 7 of the explanation of Affiliates in 19.101 of the Federal Acquisition Regulation. (4) The joint venture meets the requirements of 13 CFR 125.15(b). (e) Any service-disabled veteran-owned small business concern (non-manufacturer) must meet the requirements in 19.102(f) of the Federal Acquisition Regulation to receive a benefit under this program.
