- The NAVSUP Fleet Logistics Center (FLC), Norfolk, Contracting Department, Philadelphia Office intends to acquire accreditation and certification services in support of Navy Medical Treatment Facilities (MTF) located both within and outside the Continental United States. The MTF locations in need of the required services include: Naval Hospitals: Beaufort, SC; Bremerton, WA;; Camp Pendleton, CA; Guam, Marianas Islands; Guantanamo Bay, Cuba: Jacksonville, FL; Naples, Italy; Oak Harbor, WA; Okinawa, Japan; Pensacola. FL; Rota, Spain; Sigonella, Italy; Twentynine Palms, CA: and Yokosuka, Japan Naval Medical Clinics: Lemoore, CA; Annapolis, MD; Patuxent River, MD; Quantico. VA; Pearl Harbor, Hawaii; Charleston, SC; Cherry Point, NC; Corpus Christi, TX; and Naval Health Clinic New England (Groton, CT; Newport, RI; Saratoga Springs, NY; and Portsmouth, NH);Naval Medical Centers: Portsmouth, VA; and San Diego. CA, Camp Lejeune, NC Services shall include: 1) Accreditation services in accordance with DoD Directive 6025.13, 2) Survey services, 3) Custom Education services. FLC ™s intent is to process this procurement on a sole source basis to The Joint Commission, Oakbrook Terrace, IL. FLC ™s intent is to issue a firm fixed price IDIQ contract in accordance with FAR 12 (Commercial Items) and FAR 13.5 (Test Program for Certain Commercial Items) procedures. The ordering period is from 01 January 2018 through 31 December 2020. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of Section 4202 of the Clinger-Cohen Act of 1996. Interested quoters may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive quotes. However, all capability statements received by 25 October 2017 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The proposed procurement is being processed as a Sole Source.
