Description
This is a Request for Information (RFI). There is currently no solicitation package available. The Naval Air Systems Command (NAVAIR) Calibration Standards Program is requesting information, comments, and questions regarding interest in a commercial or modified commercial Phase Angle Voltmeter. The government's specific interests are as follows: Interested companies who may have a single box solution commercially available. When responding to this configuration, please provide Original Equipment Manufacturer (OEM) Part Number (P/N) and general product information. Interested companies who have an existing single box capable of being modified to meet the specification detailed below. When responding please provide OEM P/N and general product information on the baseline model. Please forward any comments, questions, and concerns regarding the specification or general interest information to: Alice Tornquist, Contract Specialist, (732) 323-4316. All corporate and proprietary information should be so marked and will be fully protected to the extent allowed. This RFI is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government to acquire any follow-on acquisitions. Information should be submitted within 15 days of the publication date of this RFI. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. This RFI does not constitute the solicitation of proposals. Responders to this RFI may be requested to provide additional details/information based on their initial submittals. Questions and submissions may be submitted by email to alice.tornquist@navy.mil. 1.0 SCOPE 1.1 General. The following specifies the minimum requirements for a phase angle voltmeter. This equipment shall be of commercial design. It is intended to be used by Navy personnel in shipboard and shore-based laboratories and for on-site, in-place calibration. The equipment will be used primarily on bench top applications to calibrate various test instruments such as synchro/resolver and test sets. 1.2 Usage. Equipment is intended for use in testing equipment and systems in the worldwide controlled environments in which military equipment is operated. Equipment will also be subjected to conditions aboard land, sea, and air vehicles, both military and commercial, during periods of transportation and storage. 2.1 REQUIREMENTS 2.2 Electrical Power Sources and Connections. 2.2.1 Nominal and Alternate Power Source. The phase angle voltmeter shall operate at: a. 120 Vrms b. Single-phase 50 and 60 Hz 2.3 Environmental Requirements. 2.3.1 Temperature Not Operating. The phase angle voltmeter shall conform to the specified performance and accuracy requirements after being stored at temperature ranging from -20 ºC to 60 ºC. 2.3.2 Temperature Operating. The phase angle voltmeter shall conform to the specified performance and accuracy while operating in temperature ranging from 15 ºC to 30 ºC. 2.3.3 Humidity. The phase angle voltmeter shall conform to the specified performance and accuracy in the condition where the relative humidity is 20% to 50%. 2.4 Performance Requirements. 2.4.1 Measurement Types. The phase angle voltmeter shall be able to measure Total, Fundamental, Harmonics, In-phase, Quadrature, Frequency, Ratio, Null, and Phase Angle. 2.4.2 Input Channels. The phase angle voltmeter shall have a minimum of two isolated input terminations, reference and signal. The input shall have the following characteristics: a. Connector Type: Galvanize. b. Input Impedance: The input impedance shall be 600 kΩ, minimum. 2.4.3 Voltage Input Ranges: 50 mVrms to 300 Vrms, minimum with accuracy of 2.30% of input value or better. 2.4.4 Current Shunt. The phase angle voltmeter shall offer a compatible current shunt rated up to 20 A with phase accuracy of ±0.08° or better. a. The current shunt should be internal to the equipment as an optional function inline with the signal input channel or a separate input channel. 2.4.5 Phase Input Range: 0.00° - 359.99° or ±179.99° with accuracy of ±0.08° for frequencies 45 Hz to 1 kHz and ±0.10° for frequencies 1 to 24 kHz or better. The phase measurement repeatability shall be ±0.02° or better. 2.4.6 Null Meter. The phase angle voltmeter shall be able to perform AC voltage null measurement with the following accuracy: a. Nulling Sensitivity of 1 µV. b. Total Mode Noise of 35 µV. 2.4.7 Frequency Ranges: 45 Hz to 24 kHz, minimum. 2.4.8 Display Requirements. The display shall display results from all the measurement types listed in 2.3.1 with the following resolutions: a. Voltage. 41/2 digits, minimum. b. Phase. 5 digits, minimum. 2.4.9 Phase offset. The phase angle voltmeter shall allow the user to enter a phase offset. 2.4.10 Range Selection. The phase angle voltmeter shall have autoranging and a manual range selection function on the front panel. The selected ranged shall be visible on the front panel. 2.4.11 Interface. The phase angle voltmeter shall have a GPIB (IEEE-488) communication interface for external programming and control. Provide any additional information desired.
