- SVIP Application Template with Instructions Technical Call Documentation This Other Transaction Solicitation (OTS) Call (70RSAT18R00000003) - Real Time, Intelligent Traveler Wayfinding for the Federal Inspection Station and Aviation Environment - is issued against Department of Homeland Security (DHS), Science & Technology (S&T), Silicon Valley Innovation Program (SVIP), 5-Year Innovation Other Transaction Solicitation (OTS), HSHQDC-16-R-B0005 (current issue). The OTS describes the overarching program details whereas the call describes the specific problem set. International air travel continues to grow with over 112 million passengers entering the United States in Fiscal Year 2015 and over 119 million in Fiscal Year 2016. These travelers are entering the U.S. through hundreds of different size airports with different infrastructure limitations and facility designs. The continued growth of international travel requires U.S. Customs and Border Protection (CBP) to innovate in order to facilitate the entry of international visitors, increase tourism and foster economic growth while ensuring the highest level of security. The international travel continuum typically begins when a traveler books a ticket on an international air carrier. In addition, travelers must obtain the necessary travel documents such as a valid passport, U.S. visa, or for citizens of visa waiver eligible countries, an Electronic System for Travel Authorization (ESTA) before a traveler can board an aircraft destined to the United States. Upon arrival in the United States, travelers will enter the Federal Inspection Service (FIS) areas in U.S. international airports, where a CBP officer will ensure the traveler has proper travel documents, conduct law enforcement queries, and conduct a purpose and intent interview. Due to multiple factors in the international aviation environment, such as variations in infrastructure and travelers who may be unable to interpret signage due to language or other reasons, locating the correct line within a crowded FIS after deplaning from a long international flight can be a difficult task. Further complicating this issue is a complex queue structure that is designed to assist in segmenting passengers according to a number of factors (e.g., citizenship and method of inspection processing, such as utilizing Global Entry or the Mobile Passport Control app, ESTA status, etc.). Airports are not always configured or resourced to support dynamic displays of information and/or the distribution of push notifications regarding specific zones designed to support a segment of passengers. Airports also may not have access to the information to route passengers to the correct location, for example, whether a passenger is a Trusted Traveler or not. DHS would like to facilitate wayfinding by providing travelers with real-time information on how to efficiently navigate the FIS area and receive a tailored CBP inspection process based on the traveler admissibility status. This call is looking for innovative solutions that will ultimately lead to airport specific, real time wayfinding systems that can deliver travelers to the airport processes and services they need to reach in the most expeditious manner possible.
