- THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY The Naval Air Warfare Center Aircraft Division (NAWC-AD) intends to enter into sole source negotiations with and subsequently award a Firm Fixed Price (FFP) contract modification to Airborne Tactical Advantage Company, LLC (ATAC) for an additional 800 hours for MK-58 Hawker Hunter Aircraft (Type III High subsonic) to Option Years (OYs) 2, 3, and 4 and 100 hours for F-21 Kfir Aircraft (Type IV Supersonic) to OYs 3 and 4. This equates to an 800 total flight hour (48,000 minutes) ceiling increase for OY 2 and 900 total flight hour (54,000 minutes) ceiling increase and minimal related Travel & Material ceiling increase for OYs 3 and 4. Additionally 58,833 flight minutes will replace disbursed MK-58 Hawker Hunter Aircraft (Type III High subsonic) flight minutes (58,833 minutes) from OY 4 that were utilized in realignment for support during prior OYs. This acquisition, which provides required Electronic Warfare (EW) and Electronic Attack (EA) training for Fleet surface and airborne units using approved contractor owned aircraft with Navy Interim Flight Clearances and Airworthiness Certificates, will be pursued on a sole source basis under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. ATAC is the only source which owns approved aircraft with Navy Interim Flight Clearances and Airworthiness Certificates that can immediately perform training missions without an unacceptable delay or interruption to the Fleet. This support is critical to mitigate the increasing gap of adversary capacity and capability.
