Description
Draft PWS Sources Sought Solicitation 140D0418R0004 External Collaborative Action and Dispute Resolution (CADR) Recompete October 20, 2017 The U.S. Department of the Interior (DOI) Office of Collaborative Action and Dispute Resolution (CADR), established in October 2001, is located within the Office of the Secretary under the Assistant Secretary for Policy, Management and Budget (PMB) of DOI. The CADR office is seeking to contract for services that would allow DOI to better utilize public participation, collaborative problem-solving and alternative dispute resolution processes to prevent, manage, and resolve external conflicts. The place of performance may be at any one of 1,900 U.S. Department of the Interior locations across the United States, Puerto Rico, Virgin Islands, U.S. Territories, and Freely Associated States. See attached draft Performance Work Statement (PWS) for details. This is a recompete of the current five year Indefinite Delivery Indefinite Quantity (IDIQ) contract D13PC00174 awarded to Kearns & West, 233 Sansome St., Suite 400, San Francisco, CA 94104-2305. It is anticipated that the Request for Proposal (RFP) will be posted during the second quarter of Fiscal Year 2018 (FY2018); and award will be issued by fourth quarter FY2018 or first quarter FY2019. Further, it is anticipated that the new award will be issued as a single award IDIQ with a five year period of performance, and a $35 million total maximum ordering threshold. The planned NAICS code at this time is 541990 -- All Other Professional, Scientific, and Technical Services. The planned PSC code is R499 - Support Professional Other.
