- Naval Sea Logistics Center (NAVSEALOGCEN) is seeking interested vendors for snow removal services at NAVSEALOGCEN Detachment Portsmouth as described herein. 1. The contractor shall furnish equipment and the personnel for effective and efficient snow removal services at the Portsmouth Naval Shipyard, Building 153, Kittery, ME 03904. Rock salt will be provided by the Government, if necessary. a. The resulting award would require services between December 1st, 2017 and April 30th, 2018, each time a snowfall accumulates more than two (2) inches at Portsmouth Naval Shipyard, and/or as requested by NAVSEALOGCEN. It shall be the vendor's responsibility to monitor weather forecasts and conditions and self-initiate removal services. There may be days where blowing and drifting of snow require services despite no snowfall occurring, or special circumstances when snow removal is necessary at times not listed. In those instances, a request will be made by NAVSEALOGCEN. b. NAVSEALOGCEN hours of operation are 0600-1800. Accumulated snow must be removed from sidewalks and steps no later than 0600 and/or 1500, Monday through Friday (excluding federal holidays). On weekends and federal holidays, accumulated snow must be removed prior to the next weekday workday. If Portsmouth Naval Shipyard is closed or has a delayed opening due to weather conditions, the vendor may not be able to access the base until it has re-opened to all personnel. Under this circumstance, snow would be expected to be removed within 3 hours of re-opening, Monday through Friday (except holidays). c. The requirement will be to completely clear snow from, and apply rock salt as necessary to, sidewalks surrounding Building 153, as well as, 2 partial sets of steps leading into Building 153. The length of the walkways is approximately 50-75 feet. d. Snow removal is defined as removing all accumulated snow to the maximum extent practicable, from the entire length and width of the sidewalk and steps. e. All snow removed must be placed in a location that does not restrict pedestrian traffic, roadways, or parking areas. 2. A Snowfall event is defined as: The total accumulation of snow as indicated by the National Weather Service for the area of Kittery, Maine from the beginning to the end of a snowfall period and reported by the National Weather Service at: http://www.weather.gov/gyx/. This site shall be used to determine the snowfall in inches. Note that event snowfall may span more than one calendar day. For example it may snow from 2000 to 0500 thereby falling on two calendar days. 3. The vendor shall obtain and maintain at all times during the term of the contract, all necessary clearances which may be necessary to perform the services. The basis for payment will be the number of visits required. For instance, a 12 hour snowfall on a weekday from 0100 to 1300 may require two (2) visits. One (1) to clear the snow by 0600 and one (1) to clear additional snow by 1500. The same snowfall on a weekend or holiday could be addressed at the conclusion of the snowfall event in a single visit.
