- Naval Sea Systems Command is issuing this Sources Sought Notice as a means of conducting market research to identify companies having an interest in, and the resources to support, a requirement for achieving and maintaining Det Norske Veritas - Germanischer Lloyd (DNV-GL) classification of manned submersibles vehicles. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541690. There is no solicitation at this time. This sources sought does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred; and it shall not be construed as any commitment by the Government to issue a formal solicitation or ultimately award a contract. If your company has the potential capability to perform this contract requirement, please provide the following information: 1) Company name 2) Cage Code 3) DUNS Number 4) Address 5) Point of Contact (POC) 6) POC E-mail Address 7) POC Telephone number 8) Web Site Address 9) Size and type of ownership for the organization 10) Tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational, staff, and other capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The total number of pages shall not exceed 10. The Government will evaluate responses to this Sources Sought to ascertain potential market capability to: 1) provide technical expertise and authority to conduct physical inspections and surveys, to review and approve technical document packages, and other tasks consistent with rules compliance and enforcement in the interest of maintaining classification standards and certification in accordance with DNV-GL rules for manned submersibles; and 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully fulfill similar requirements. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The Government is not obligated to notify respondents of the results of this announcement and it reserves the right to reject, in whole or in part, any private sector input as a result of this announcement. NOTE: Proprietary information and trade secrets, if any, must be clearly marked on all applicable materials. All information received that is marked as proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All Government and contractor personal reviewing responses to this notice will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 United States Code § 2102. The Government shall not be held liable for any damages incurred if proprietary information received that is marked as proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All Government and contractor personal reviewing responses to this notice will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 United States Code § 2102.
