Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY. The Naval Sea Systems Command (NAVSEA) Program Executive Office Submarines (PEO SUB) seeks to identify possible sources interested in fulfilling the requirements for the AN/BLQ-10 Electronic Warfare (EW) system. The AN/BLQ-10 Electronic Warfare system provides radio and communications band threat warning and situational awareness for all submarine classes. The AN/BLQ-10 will be installed on the VIRGINIA, SEAWOLF, LOS ANGELES, and COLUMBIA class submarines. It may also be installed on the OHIO class SSBN and SSGN submarines. The system shall meet the requirements of a Performance Specification with a focus on EW performance, reliability, survivability, and supportability. The AN/BLQ-10 system design will have emphasis on open system's architecture, non-proprietary interfaces, and integration of third party software. This procurement specifically includes the following: 1)Design, development, test, and integration of an AN/BLQ-10 for installation on VIRGINIA new construction and modernization and COLUMBIA new construction under TI-20/APB-19. This task shall include the preparation of platform variants including installation drawings for VIRGINIA new construction, COLUMBIA new construction, and VIRGINIA Modernization. 2)Design, development, test, and integration of an AN/BLQ-10 for installation on LOS ANGELES, SEAWOLF, and potentially SSGN class submarines under TI-22/AP-B21. This task shall include the preparation of platform variants including installation drawings for LOS ANGELES, SEAWOLF and SSGN modernization. 3)Design, development, test, and integration of an AN/BLQ-10 for installation on VIRGINIA new construction and modernization and COLUMBIA new construction under TI-24/APB-23. This task shall include the preparation of platform variants including installation drawings for VIRGINIA new construction, COLUMBIA new construction, and VIRGINIA Modernization. 4)Provide "end-to-end" system engineering development, integration, test, environmental qualification and life cycle support for the AN/BLQ-10. 5)Provide production capabilities for the timely production of new construction and modernization variant AN/BLQ-10 systems for delivery to modernization alteration installation teams and for delivery and installation on new construction ships. 6)The initial delivery of each platform variant will include all baseline engineering documentation, product lists, logistics support products, curriculum and support materials, spares and installation and checkout spares as necessary to provide the "as developed" product support, including Trainers. 7)Support the management, oversight and execution of system level test and evaluation plans as part of Command, Control Communications, Computers, Combat and Intelligence (C5I) system platform integration design/build team for all platform variants. 8)Define and depict the optimum balance of simulation and stimulation equipment needed to execute subsystem level testing and integration. 9)Participate in the integration efforts including technology refresh/insertion planning and validation testing and integrations across Submarine Warfare Federated Tactical Systems ( SWFTS) boundaries. Transitioning new technologies and capabilities to production and integrate into future TI/APB baselines. 10)Support platform level Installation and Checkout planning requirements, including participation in Installation Integrated Product Team (IPTs), New Construction and Modernization Planning meetings, and various reviews and working group meetings. 11)Develop source material for Logistics Data, Interactive Electronic Technical Manuals (IETM), Interactive Courseware (ICW)/Computer Based Training (CBT) and Interactive Multimedia Instruction (IMI) using common authoring systems and formats to allow for efficient integration with SWFTS. This includes integrating source material as delivered by the interfacing shipboard-subsystems contractors for integration for a complete AN/BLQ-10 delivery. 12)Support installation, field integration, repair and refurbishment efforts as required. 13)Procure spares/repair parts, technology refresh/insertion kits, pre-production/production hardware, engineering change kits and associated hardware including spares. 14)Efforts will include all tasks required to achieve appropriate cyber security certifications and Authorization to Operate (ATO) in accordance with current US Navy policy. The Government requests that interested sources provide a detailed response that addresses the following: 1)Performance and Survivability a.Provide an overall technical description of the functions and capabilities of the equipment you are capable of delivering. b.Describe your experience performing an analysis of technology in order to create a new common hardware and software baseline. c.Provide examples of how your company performs Configuration Management (CM) on similar systems. d.Describe your experience with creating a design that includes an open systems architecture approach using modular design, non-proprietary standards-based interfaces, widely-supported consensus-based standards, and integration of third party software. 2)Maintenance Philosophy a.Describe your experience with maintaining and repairing similar systems onboard US Navy submarines (i.e., operational and intermediate level maintenance). b.Describe your experience and capability to perform depot maintenance for similar systems. 3)Data Rights a.Government desires Government Purpose Rights data rights. Provide details of any limitations on technical data rights for the equipment specifically proprietary information that would not be shared with the US Government. 4)Other a.Describe any additional information or resources necessary to compete on this procurement should a solicitation be released. b.Provide a company point of contact, small business size, and any other information to assist in determining whether your company may be able to fulfill the requirements. National policy does not support release of the performance specification to foreign sources. The specification will be provided only to those companies with a valid security clearance of SECRET or higher. To attain a copy, companies must submit a written request to Ms. Cady Walker at cady.walker@navy.mil and Ms. Tiffany Wulfsohn at tiffany.wulfsohn@navy.mil by 27 October 2017. Telephonic responses are not acceptable. The written request must include the company name, CAGE code, complete company address, level of facility clearance and security point of contact. Once a company's need-to-know and security clearance is verified and approved, the company will be authorized to receive the detailed documents and related controlled files. The Navy has also established an Electronic Technical Information Center (E-TIC) that houses the AN/BLQ10 Technical Data Library (TDL) which serves as a repository for unclassified technical information related to the AN/BLQ-10(V) TI-20/22/24 acquisition. An inventory of content and access instructions can be obtained by following the performance specification request process previously outlined. This sources sought notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Any information submitted by respondents as a result of this sources sought notice is strictly voluntary. All documentation shall become the property of the Government. All information provided by the respondents can be marked "business sensitive" and will only be shared between Government activities and employees. Responses can be classified up to the SECRET level, but need to be marked and handled appropriately in accordance with the DOD security classification policy. The Government will accept specific questions or comments submitted in response to this notice or information provided as a result of this Sources Sought Notice. The Government may or may not be able to provide answers to all questions at this time. All firms responding to this Sources Sought Notice are advised that their response to this notice is not a request to be considered for a contract award. If a solicitation is issued, it will be announced later via FBO and all interested parties must respond to that solicitation announcement separately from the response to this sources sought notice. Response to this notice is not a request to be added to a bidders list or to receive a copy of a solicitation. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT SOLELY ON THE BASIS OF THIS SOURCES SOUGHT NOTICE.
