- Request for Information (RFI) New Thailand Activity Reference Number : 72048618R00001 Release Date : October 20, 2017 Response Due Date : November 5, 2017 at 4.00 pm, Bangkok time Summary The United States Agency for International Development, Regional Development Mission for Asia (USAID/RDMA), is hereby issuing a Request for Information (RFI) for an anticipated activity supporting good governance and conflict mitigation/reconciliation programming in Thailand. This anticipated activity is listed on the USAID Business Forecast as "New Thailand Activity" at https://www.usaid.gov/business-forecast. This RFI offers an opportunity for interested organizations and individuals to provide recommendations on needs and opportunities for efforts that would diminish the potential for violence and conflict both in Thailand's Deep South and nationwide. Approaches must be inclusive, integrating women, youth, and other underserved groups, into conflict-prevention activities and strategies. Background The United States and Thailand share a longstanding friendship that spans more than 180 years. Since World War II, the United States and Thailand have significantly expanded diplomatic, security, and commercial relations. An interim military government has ruled Thailand, a constitutional monarchy, since a May 2014 military coup which deposed an elected civilian government. The United States has urged the restoration of elected civilian government and return to democracy through elections. Thailand is a key U.S. security ally in Asia, and the country's stability and growth are important to the maintenance of peace in the region. Proposed Intervention The proposed activity will support good governance and conflict mitigation/reconciliation programming in Thailand. The activity should build upon lessons learned through previous and existing USAID programming as well as complement ongoing bilateral engagements between the U.S. Government (USG) and Royal Thai Government (RTG). Information Requested Specific questions on which USAID/RDMA would like to gather input include the following: 1. What are the key drivers of tension among different interests in Thailand, both nationwide and in the Deep South? 2. What approaches might help reduce conflict and promote peaceful resolution to the tensions identified above within the political process? Please reference any specific examples of previous efforts that have worked in the context of Thailand or comparable operating environments. Who are the key stakeholders, both potential champions and spoilers, that you would foresee to a successful governance and reconciliation activity? How might they be engaged most effectively? 3. How might a new activity promote meaningful inclusion of underserved groups, such as women, and youth, to contribute to a more responsive political process? Is there a role for engaging civil society organizations (CSOs), academic institutions, and government institutions in this approach? Response to this RFI is voluntary. Responders are free to address any or all the above items, as well as provide additional information relevant to effectively promoting good governance and reconciliation in Thailand. Please note that USAID is not seeking technical or cost proposals at this time. Do not submit any proposal/application in response to this RFI. Only the information requested above will be considered. Issuance of this notice does not constitute an award commitment on the part of the U.S. Government, nor does it commit the Government to pay for any costs incurred in the preparations of responses.
