Description

PRE-SOLICITATION NOTICE The Department of Veterans Affairs Harry S. Truman Memorial Veterans Hospital, Columbia, MO intends to solicit proposals from contractors to provide services as part of its Health Care for Homeless Veterans (HCHV) program. The Harry S. Truman Memorial Veterans Hospital (Columbia VAMC) is located at 800 Hospital Drive, Columbia, MO 65201. The VA anticipates issuing a solicitation for this requirement on or about November 27, 2017, with a closing date for proposals on or about December 28, 2017. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments. The goal of the HCHV program is to end homelessness amongst the Columbia VAMC Veteran population by enhancing current homeless service capacity. The intent of this contract is to engage a community provider to offer homeless Veterans services through residential care services. Services will be provided 24/7 to homeless Veterans. This contract is expected to house and serve chronically homeless male and female Veterans in need of immediate placement in a safe environment with onsite supportive services. Stabilization of these Veterans suffering from co-morbid conditions that include serious mental illnesses, substance abuse disorders, and complex needs is seen as a critical step toward ending homelessness. NAICS Code is 624221 - Temporary Shelters with a small business size standard of $11.0M. The solicitation will be issued for full and open competition. All responsible sources may submit proposals which shall be considered by the Agency. In accordance with FAR 52.204-7, Required Central Contractor Registration and in accordance with FAR 2.101, Veterans Affairs Acquisition Regulation (VAAR) 802.101, VetBiz Registration, prospective contractors must be registered in Central Contractor Registration (CCR) and in VetBiz databases under the applicable NAICS. Firms may obtain CCR information under the System for Awards Management (www.sam.gov) and Vet Biz information at http://www.vip.vetbiz.gov. To be eligible for award, contractors must be registered in the System for Award Management (SAM) data base at www.sam.gov. Registration is free and potential offerors are encouraged to visit the website and register as soon as possible to avoid delays should they be selected for a contract award.
