- THIS IS NOT A REQUEST FOR PROPOSAL (RFP) - AWARD OF A CONTRACT WILL NOT BE MADE AS A RESULT OF THIS NOTICE. THIS IS A SYNOPSIS/PRE-SOLICITATION NOTICE FOR NON-COMMERCIAL SERVICES AS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 5.207, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. The Naval Sea Systems Command (NAVSEA) Naval Surface Warfare Center, Carderock Division, (NSWCCD) has a follow-on requirement to provide logistical and maritime support services. The maritime support services and logistics include support for data acquisition systems, offshore test ranges, underwater sensors, systems, infrastructure, shore based sensors and systems, boats, vehicles, equipment shelters, weight handling equipment (WHE), observation towers, and tracking systems for South Florida Ocean Measurement Facility RDT&E activities. Emergent support is required to efficiently and effectively deal with the effects of the tropical marine environment, where high temperatures, high humidity, corrosion, and destructive weather can impact the scheduling and activities of the site, requiring immediate and proactive action to repair damage and resume operations. The Government anticipates that a resultant contract will provide support services primarily at the South Florida Ocean Measurement Facility (SFOMF) Area of Operations (AOR) defined by the U.S. territorial, Federal, and international waters from Port Canaveral to Key West and the adjacent land masses with significant ocean testing and waterfront operations required outside the physical location of SFOMF. The Government's acquisition strategy includes the following: • Hybrid contract consisting of Cost-plus-fixed-fee (CPFF) contract line item numbers (CLINs) for approximately 94% of performance and Firm-fixed-price (FFP) CLINs for the remaining 6% of performance; • Best value trade-off source selection procedures; • Period of performance of five years consisting of a one-year base period and 4 one-year option periods. The North American Industrial Classification System (NAICS) code is 4888390, Other Support Activities for Water Transportation. The associated size standard is $38.5M in annual receipts. In accordance with the market research performed by the Government, this requirement will be solicited on an unrestricted basis.
