- For all interested parties: The Government is providing this Sources Sought to conduct market research for the Sailor 2025 (S2025) Ready Relevant Learning (RRL) Fiscal Year 18 Content Conversion effort. This effort has an anticipated award date NLT 30 September 2018, with an anticipated budget valued between $75M-$100M, and a projected delivery schedule 24 months after award. The majority of the effort is anticipated to constitute content conversion of existing subject matter for seven ratings, 36 courses, and over 6,000 learning objectives; all within 24 months with a minimum of six (6) months dedicated to content validation ensuring the converted content runs within existing Navy learning environments. The compressed schedule for the effort incorporates multiple ratings and courses requiring the rapid increase of labor categories shortly after contract award and continues throughout the majority of the effort; resulting in an anticipated significant capital outflow increase after the initial three (3) months. The applicable North American Industry Classification Standard (NAICS) code for this effort is 541330 with a small business size standard of $38.5M. For parties potentially interested in proposing to the S2025 RRL FY18 Content Conversion effort, please respond to the following questions. 1. Has your company ever performed as a prime contractor (or Subcontractor of dollar value close the estimates given above) where Earned Value Management System (EVMS) was required and implemented? (If subcontractors please include verifiable evidence of completion, contract number and references). 2. Has your company ever performed as a prime contractor (or Subcontractor of dollar value close the estimates given above) for content development? 3. Is your company capable of handling up to $11.5M of capital outflow, for the first 90 days of an effort, prior to the first potential Government payment? **If the answer to any of the above questions is No, evaluators will not go any farther during review and analysis of responses.** 4. If answer to question 1 is Yes, please provide Contract Number(s) so that Government can validate. 5. If answer to question 2 is Yes, please provide Contract Number(s) and narratives including, but not limited to, the type of content, Level of Interactivity (LOI) development, and deployment method for the referenced Contract(s). 6. If answer to question 3 is Yes, please provide funding sources so the Government can validate. 7. Does your company have the capacity within facilities and personnel to perform work at the Top Secret/Sensitive Compartmented Information (TS/SCI) level? Do you have a contractor controlled SCI Facility (SCIF) to facilitate a compressed design and development effort for an estimated 300 hours of development of curriculum, graphics, and game engine coding for tasks related to information technology? Please provide the following documentation. Cage Code Number: Does your company have an active SCIF? If Yes, what is the date of the last accreditation? If Yes, what is the SCIF accreditation Number? Has the SCIF been used within the last year? If your company currently does not have an active SCIF please provide a narrative and timeline on your ability to obtain an active SCIF to perform work at the TS/SCI level. 8. Describe your company ™s experience in design, development, testing, and delivery of Interactive Multimedia Instruction Level of Interactivity (LOI) IV training for mobile devices. 9. Describe your company ™s experience in designing, developing, testing, and delivering high LOI III and IV training content for Navy ™s electronic Training Network (TRANET) Navy eLearning 10. Has your company performed other contracts as a prime or subcontractor within the magnitude similar to the estimated range listed above? If Yes, please provide the following documentation Provide contract number, if subcontractor, provide prime contract number and POC. Explain how your company handled/ramped up for the contract listed? Did your company experience any challenges and how were they resolved to not repeat moving forward on future contracts? A draft Statement of Work (SOW) is attached. Interested Businesses should submit a brief capabilities statement package (no more than ten 8.5 x11 inch pages, font no smaller than 10 point) describing company experience in reference to question listed above. Documentation should be in bullet format. All responses shall include Company Name, Company Address, Company Business Size (NAICS 541330), and Points-of-Contact (POC) including name, phone number, and email address.
