- PreSolicitation Notice / Synopsis OPM NBIB BVS This synopsis is posted in accordance with (IAW) FAR 5.201 and FAR 5.203 (a) for proposed contract actions where the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The class justification for other than full and open competition (JOFOC) for the expected contracts has been approved in accordance with 6.304(a) (2) and IAW FAR 6.305(a), will be made publically available within 14 days after the contract has been awarded. This synopsis is intended to satisfy the requirements of both FAR 5.203 (a) and FAR 6.305 (a). IAW 6.303-1(a), NBIB intends to begin negotiating contracts immediately upon posting of this synopsis. Contract files for the awards executed as a result of the approved class JOFOC shall reference the authority granted therein to do so IAW FAR 6.303-1 (d). OPM NBIB CBS intends to award sixteen (16) - five year indefinite-delivery/indefinite-quantity firm fixed unit price contracts, issued on a sole source basis for birth verification records IAW the approved class JOFOC. These records are understood through market research as available only from the various state and/or local agencies listed in the place of performance section of this document. The Government intends to negotiate fixed price contracts with the state and local governments covered as part of the referenced JOFOC and this GPE notice. The specific conditions of each may vary as a result of negotiations between the two parties. The intended period of performance for all awarded contracts is October 1, 2017 through September 30, 2022. A solicitation has been prepared and is available in the event an interested party believes that they possess the capabilities of those state and/or local agencies listed below to provide the required records. The NAICS code for this action is 561611, Investigation Services, size standard $20.5 Million.
