Description
The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement N00019-16-G-0001 to The Boeing Company (Boeing), 7755 E Marginal Way S., Seattle, WA 98108-4002, on an other than full and open competitive basis, to deliver a robust Computational Fluid Dynamics (CFD)-based store separation trajectory prediction capability for stores released from the P-8A wing and weapon bay stations through evaluation of several store types and outer mold line characteristics to define strengths and weaknesses of a CFD-based approach. The CFD will provide NAVAIR with an alternate method to generate store freestream data and store forces and moments in the P-8A weapon bay and in the near-field of the aircraft without requiring a store separation wind tunnel test. The planned period of performance is 12 months after contract award. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, 'Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.' Boeing is the sole designer, developer and manufacturer of the P-8A airframe, as well as the sole integrator of the avionics and weapons systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. Any interested party must have any required data, knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort within the schedule requirements. Prior to the closing date of this synopsis, any respondent must also submit a Statement of Qualifications to demonstrate respondent's ability to perform to the Government's needs.
