Description

Sources Sought and Request for Information Synopsis The Department of Navy (DON) is issuing this sources sought and request for information synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the recompete of the DON/Oracle Enterprise Level Agreement (ELA). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is: 511210, Software Publishers. Sources Sought: The DON will be recompeting its current DON/Oracle ELA and is seeking Oracle resellers who are Gold-level members (or higher) in the Oracle Partner Network (OPN) Specialized program and are authorized to sell all Oracle software and maintenance products and the entire product line of Oracle ™s commercial cloud computing services including: Infrastructure-as-a-Service (IaaS), Platform-as-a-Service (PaaS), and Software-as-a-Service (SaaS), as well as all labor associated with cloud enabling management services, technical support services associated with cloud deployments, and other value added services. There is no solicitation at this time. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred. If your organization meets the OPN required level, is an authorized Oracle reseller for the above products and services and has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, Cage Code, DUNS Number, website address, telephone number, and business size, type of ownership for the organization, are you owned by a parent company; if so, what is the name of the organization and how many employees does it have; 2) Organization Point of contact with Name, Title, Telephone number and e-mail address; and 3) provide capability statements addressing the particulars of this effort (no more than 1 page), with appropriate documentation supporting claims of organizational and staff capability (no more than 5 pages). The government will evaluate market information to ascertain potential market capacity to: 1) provide products and services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
