- Swan SIte Map The Swan Lake Campground is located on the Republic Ranger District of the Colville National Forest, in North Eastern Washington State. This campground is in need of construction of a completely new potable water system utilizing the existing well. This project will consist of demolition of existing water system feature and construction of new water system features. These features include but are not limited to a new pump house and plumbing, new underground water storage tank, pump and float controls powered by a new propane generator with underground gas storage tank, water supply and distribution lines, and point of use hydrants. Work will require excavation and back fill, line fittings, valves and valve boxes, a water meter, surfacing replacement, grading and leveling, electrical, and system testing. The Contractor shall furnish all management, labor, equipment, supervision, tools, materials, transportation, operating supplies, supervision, workman's compensation, unemployment insurance and incidentals necessary to perform the work in accordance with the drawings and specification of the contract. Directions to the site from Colville, WA are: travel north 13 miles on Highway 395 to WA State Highway 20 (Sherman Pass Scenic Byway), then west on State Highway 20 for 40 mile to Republic Washington. Turn left on to State Highway 21 south for 7 miles. Take the right turn on to Scatter Creek Road 53 for 7 miles to Swan Lake Campground. The work is estimated to start approximately around October 1, 2018 and the work must be completed by May 1, 2019. The actual completion date will be in the solicitation. The project is estimated between $250,000 and $500,000. The awarded Contractor will have to provide a bid guarantee, payment and performance bonds. This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated products categories. There will be an optional pre-solicitation tour, onsite meeting on Thursday November 9, 2017 at 12:30 p.m. The meeting will start at the campground use area at 12:30 p.m. pacific standard time. If no one responds to the RSVP, the meeting will be canceled. This project will be advertised as a written request for proposals. Estimated issue date of the solicitation is on or about February 1, 2018. The actual due date of proposals will be listed in the solicitation. The solicitation will be posted on this site. This acquisition is 100% set-aside for HubZone small business concerns. NAICS code is 237110, size standard is $36.5 million. All responsible sources may submit a proposal which will be considered. An electronic copy of the solicitation will be posted at this site on the issue date. Notes: Funding for this requirement is currently not available, but is anticipated for this fiscal year 2018. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the solicitation's closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred. Potential offerors are encouraged to visit the units this fall to ascertain the extent of work involved and to satisfy themselves regarding all general and local conditions that may affect the price of their offeror to the extent the information is obtainable. The enclosed information is provided so that offerors will have an opportunity to visit the representative site while they are still accessible. Some changes from this notice may occur from the actual solicitation, but the enclosed information is a representative of work to be done. In no event shall failure to inspect the site constitute grounds for a claim after the contract has been awarded (reference FAR Clause 52.236-27).
