- Past Performance Form Contractor's Qualifications Payment Bond Performance Bond Security Form Wage Determination Certs & Reps Agreement Solicitation The General Services Administration (GSA) is hereby publishing a Combined Synopsis/Solicitation under GSA Solicitation No. 47PM0217R0016 for a Multiple Award IDIQ contract for the U.S. Department of State located in the National Capital Region at 2201 C Street NW, Washington, DC 20520. The Main Department of State Building and its annexes are located throughout the greater Washington DC metropolitan area. Within the GSA building inventory, the Harry S. Truman (HST) building is comprised of approximately 1.66 million square feet of office space, of which approximately 2,820 SF of existing office space in Suite 3234 at the HST building is being renovated into a modernized, efficient, attractive, and professional work environment consisting of private offices, systems furniture office space, reception waiting area, data hub room, and workroom/pantry. Renovation work will also include hazardous material abatement, modification of existing MEP systems, installation of new MEP systems, and the modification of sprinkler systems. The HST Building is fully occupied and must remain operational throughout any construction or renovation projects since, it is a mission critical facility. This Solicitation is for an IDIQ/Multiple Award Task Order Contract (MATOC) which will be awarded from a single seed solicitation, and may result in award to multiple contractors. This procurement consist of one solicitation with the intent to award a minimum of six (6) IDIQ construction contracts to the Offeror(s) whose proposal(s), conforming to the RFP, will be the most advantageous to the Government resulting in the best value, price, and other factors considered. GSA is issuing a multiple award IDIQ solicitation that is set aside for Small Businesses in accordance with FAR52.219-6. All Contracting Officers in PBS/NCR will be authorized to issue task orders against this MATOC (Multiple Award Task Order Contract) only with certified funding understanding that funds are not provided by DoS/non DoS. This Solicitation sets forth requirements for proposals for a Contract to construct the Project described in the attached Agreement. Proposals conforming to the Solicitation requirements will be evaluated in accordance with Best Value to the Government as set forth in the solicitation documents. The estimated construction cost range is between $250,000.00 to $450,000.00 thousand. The NAICS code for this solicitation is 236220. Competitive formal Source Selection procedures will be used in accordance with FAR 15.3. Best Value Continuum FAR 15.101 will be used as method to evaluate proposals under a Source Selection Evaluation Board (SSEB). A facility security clearance at FINAL SECRET level with SECRET safeguarding is required for performance on this contract and any subsequent modifications in accordance with the DD Form 254, Department of Defense Contract Security Classification Specification The General Services Administration has now made this RFP available electronically at www.FBO.gov as of October 25, 2017. This site provides instructions for downloading the RFP. Bids are due 37 calendar days after RFP issuance. In accordance with the requirements of the RFP, all proposals will be submitted to GSA on December 1, 2017 by 2:00 PM Eastern time to the following address: GSA, NCR, ROB, 7 th and D Streets, SW, Room 6651, Washington, DC 20407. Drawings, specifications and other pertinent documents will be available on Compact Disk (CD) and will be distributed in person after the RFP issuance date. To obtain a copy of the CD, each prospective Offeror will need to send a completed Document Security Form (included as an attachment to this Solicitation Notice) with a valid copy of the firm’s business license to the Contracting Officer, Richard L. Brooks and the Contract Specialist, Suemi Smith. These documents may be emailed to richardl.brooks@gsa.gov or suemi.smith@gsa.gov, or delivered to the GSA Regional Office Building, 7th & D Streets, SW, Room 6651. A site visit is scheduled for Wednesday, November 1, 2017 at 11:00 AM at the Harry S. Truman Building at 3301 C Street NW, Washington, DC. All persons interested in attending must submit a visitor authorization form no later than Monday, October 30, 2017.
