Posting Time: 30 days Notice Type: Sources Sought Contracting Office: Department of the Army, Army Contracting Command - Redstone, Building 5303 Martin Road, Redstone Arsenal, Alabama 35898- 5000 Subject: AN/APR-39D(V)2 Radar Warning Receiver (RWR) and Modernized RWR (MRWR) Synopsis: This announcement is a Sources Sought (SS)/Request for Information (RFI) for market research. Information is to be used for preliminary planning purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. This announcement is not a Request for Proposal (RFP) and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time, nor is there an estimated date of solicitation release at this time. This office does not intend to award a contract on the basis of this RFI or reimburse respondents for information solicited. This information is subject to change and in no way binds this office to pursue any course of action described herein. If this office chooses to issue an RFP at some future date, another notice will be published. Background: The Program Management Office, Aircraft Survivability Equipment (PMO ASE) is seeking sources and information for the manufacturing of the AN/APR-39D(V)2 Radar Warning Receiver (RWR) and the Engineering Change Proposal (ECP) to the AN/APR-39D(V)2 [also known as the Modernized Radar Warning Receiver (MRWR)] that will upgrade the system. The combined Army Procurement Objective for the AN/APR-39D(V)2 and the MRWR is 1200 B-kits. In 2005, the Program Executive Office for Intelligence Electronic Warfare & Sensors (PEO IEW&S) approved a three phase approach to a modernized RWR. Phase 1 was completed with the development and fielding of the AN/APR-39C(V)1. Phase 2 is the development and procurement of the AN/APR-39D(V)2 and the MRWR. These systems will replace the AN/APR-39A(V)1/4 and AN/APR-39C(V)1 legacy systems. Phase 3 will be a future jamming capability not covered in this contract. In October 2013, the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASAALT) approved the Army adopting the US Navy's AN/APR-39D(V)2 RWR. The Department of the Navy (DoN) began development of the AN/APR-39D(V)2 in FY11 as a post-Milestone C ECP to their AN/APR-39 program. The current system design meets the DoN technical requirements, addressing their documented deficiencies. The program is led by the DoN PMA-272 Program Office, responsible for the product development by Northrop Grumman Systems Corporation (NGSC) and software development by the Naval Air Warfare Center Weapons Division (NAWCWD) Electronic Warfare Software Support Activity (EWSSA) at Pt. Mugu, California. The AN/APR-39D(V)2 development efforts are now completed. Initial procurement has been approved by both the Navy and the Army. The Army's First Unit Equipped (FUE) is 4QFY18. Updating the Army's MRWR to the Multi-Service AN/APR-39D(V)2 digital RWR modernizes the currently fielded legacy analog RWRs. The AN/APR-39D(V)2 detects radar threats to aircraft, such as radar ground sites and particularly radar-guided missiles, and provides 360-degree coverage around the aircraft. It will detect, categorize, and prioritize Radio Frequency (RF) emitters, and provides a visual / aural alert to aircrew members warning them of targeting by threat RF systems. The processor compares parameters of received signals to Emitter Identification Data (EID) files stored in its mission data file and generates visual / aural warnings. Accurate and timely radar warnings allow aircrews to recognize RF threats in time to deploy the appropriate countermeasures and perform the appropriate Tactics, Techniques and Procedures (TTP) to avoid engagement. The AN/APR-39D(V)2 provides Digital Receiver capability over microwave radar bands and Crystal Video capability over millimeter radar bands. It detects and identifies continuous wave radar threats; detects, categorizes, and prioritizes Radio Frequency (RF) emitters; detects C-M band; provides visual/aural cue to aircrew; provides visual display via IP-1150A indicator or multi-function display or threat warning indicator; improves the threat's angle of arrival displayed to the pilot; current and planned upgrades will detect current and emerging threats; digital Radar Warning Receiver has improved radar threat detection and range sensitivity; allows for hardware and software performance growth. The National Stock Number for AN/APR-39D(V)2 is 5841-01-666-3218 and the United States Government does not own the Technical Data Package. The AN/APR-39D(V)2 and the MRWR will be fielded for attack, reconnaissance, utility, and cargo rotary-wing aircraft, along with selected fixed- wing aircraft. The AN/APR-39D(V)2 will be initially fielded to Army AH-64E rotary wing and Special Electronic Mission Aircraft (SEMA) fixed wing aircraft beginning in FY18. Once the MRWR has been developed and tested, it will replace the AN/APR-39D(V)2 in the fielding schedule, and AN/APR-39D(V)2s in the field will be retrofitted to the MRWR. The MRWR will be fully digital and provide enhanced threat discrimination capability in the mmW band and increased overall Receiver performance in all radar bands. It will detect current and emerging threats. It will have increased instantaneous bandwidth for enhanced Digital RWR performance against frequency agile RF threats and AESA radars, and will have an open VPX backplane enabling Open Architecture for future capability growth. The MRWR will be an Army program. The AN/APR-39D(V)2 consists of: two fore & two aft dual-pole antennas that detect radio frequencies, a single Low Band Array Antenna that detects radio frequency signals and direction of arrival in lower frequency bands, one fore & one aft receiver that amplifies signals, one Crystal Video & Digital Receiver Processor that compares parameters of received signals to Emitter Identification Data (EID) files stored in its mission data file and generates visual / aural warnings. The MRWR program is based on the technology development programs of Advanced-threat Digital Receiver Enhancement (AnDRE) and Macrocell RF Conversion for mmW (MaRCm) which are reaching the Engineering and Manufacturing Development phase. These technologies will allow the MRWR to be a totally digital radar receiver, eliminating the AN/APR-39D(V)2's crystal video, with advanced capabilities to identify all threats currently in the MRWR Capabilities Production Document (CPD). The current estimated FUE for the MRWR is in the FY23-24 timeframe. RESPONSES: All interested parties should submit a written response to this SS/RFI no later than 30 calendar days after issuance of this RFI release date. Responses shall be limited to 15 one-sided pages. Submissions shall be capable of being printed on 8.5 x 11 inch paper with one inch margin (top, bottom, left and right) and a 12 point Arial or Times New Roman font. Line spacing shall be set at no less than single space. Tables, drawings and header/footer information shall be 10 point Arial font or larger. For tables and drawings, landscape orientation is permitted. Microsoft Office Professional 2000 and PowerPoint 2000 or later shall be used to create the files. All graphics shall be compatible with MS PowerPoint 2000. If any of the material provided contains proprietary information, please mark and identify disposition instructions (submitted data will not be returned). Responses should include, but is not limited to the following: (A) Company History: A one page history to include previous major products and primary customer base. (B) Past Experience Information: List your company's experience within the last five years for work of a similar size, type, and complexity as described above. Include the following information: Contract Number, type of contract, Dollar value of contract, Government Point of Contact with knowledge of performance (POC must be current and reachable). (C) Additional Information: Knowledge of the AN/AVR-2B(V) that would demonstrate a technical/logistics capability to support the LDS in the field. Knowledge of the hardware and software changes necessary to update the threat table for current and future changes. Ability to perform testing for performance verification tests. Government's consideration of the company as a prospective contractor for systems engineering, technical and logistics support services, including the handling of classified information up to the Secret level. SUBMISSION INFORMATION: Interested offerors shall respond to this sources sought synopsis no later than 5:00 PM CST (RSA, AL) on Friday, 24 November 2017.
