- Description
- The US Army Corps of Engineers, Walla Walla District is seeking interested offerors for a construction contract titled: Lower Granite Trolley Pipe Replacement. The construction will occur at the Lower Granite Lock and Dam in Whitman and Garfield Counties, Washington. This will be a firm-fixed-price construction contract. Construction magnitude is estimated to be between $100,000 and $250,000. Performance and Payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237990 and the associated small business size standard is $36,500,000. Trolley Pipes were installed to the pier noses along the powerhouse and spillway faces of Lower Granite Dam in 2011/2012. The pipes are used to deploy hydrophones and other sensors to detect fish approaching, and passing the dam through various routes. Trolley pipes are four-inch painted steel pipes with a slot cut along the entire length. This allows attached instruments to travel up and down the outside of the pipe. The trolley pipes are approximately 80 to 120 feet long, depending on specific location. In 2017, two of the pipes were severely damaged by floating debris passing through the spillway and are currently non-functional. The pipes are required for an upcoming biological research scheduled for April 1, 2018 to determine the passage, and survival rate of juvenile salmonids. This sources-sought announcement is a tool to identify small businesses with the interest in and capability as well as technical experience to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information will be used in determining whether to set aside this requirement. A.)A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this scope, magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. Include a description of any previous projects that are similar or the same as the work detailed below. Please indicate any parts of the work described in the Summary of Work below that will be performed by a subcontractor. Indicate who the subcontractor is and their experience as well. B.)A list of references for each of the projects submitted in A. above). Include the point of contact, title, phone number and email address. C.)Provide a statement of your firm's business size (HUBZone, Service Disabled Veteran Owned, 8(a), small disadvantaged, or woman-owned) with regards to the NAICS code listed above. D.)Provide a statement that your firm intends to submit an offer on the project when it is advertised. E.)Provide a statement of your firm's bonding capacity. Your response to this notice must be received on or before 2:00 PM Pacific Time on November 10, 2017. Summary of Work: The contractor is responsible for the following: 1.Removing and disposing the damaged trolley pipes located between spillway bays 2-3 and 3-4, all attached brackets and anchor bolts used to secure the trolley pipes to the dam. 2.Fabricate and paint (inside and outside surfaces) two new trolley pipes approximately 80 feet long. 3.Attach tow pipes to face of the dam at the same location as the removed damaged pipes. 4.Coordinate all diving operations involved to complete the project 5.Establish and manage an effective on-site Safety and Health program in accordance with EM 385-1-1 (read below). In-water work will require diving to approximately 70 feet, install stainless steel concrete undercut anchors and attach the pipe brackets to the concrete anchors. Due to space restrictions on the deck of the dam, crane work will be need to be accomplished by way of a crane on a floating barge. This work will need to be completed by 1 March 2018. All on-site work shall be performed in accordance with the Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). The Safety and Health program will require the development and submission of a comprehensive project specific Accident Prevention Plan that requires Government acceptance. In addition, the Contractor will be required to develop and submit an Activity Analyses for each phase of work, a project specific Fall Protection Plan that complies with OSHA and State Regulations (EM 385-1-1, ASSE/SAFE Z359), and both accepted by the Government.
