Description
This pre-solicitation notice is to inform you that the Stratton VA Medical Center, Albany, New York will be posting a solicitation on or about the November 8, 2017 for the Renovate Oncology Mixing lab, Project No. 528A8-18-805. This procurement is 100% set-aside for Service Disabled Veteran Owned Small Businesses. The NAICS code is 236220. The small business standard is $36.5 Million. The estimated cost range is between $250,000 and $500,000. Information regarding the one and only site visit scheduled will be stated in the Solicitation. A 20% Bid Bond must be submitted with the bid. Information regarding the scheduled site visit will be stated in the Solicitation. Performance and Payment bonds will be required when responding to the IFB. Solicitation materials consisting of the Information for Bid Details, Specifications, Drawings and Contract Forms will be available on http://www.fedbizopps.gov in electronic format only. All interested parties (subs & primes) should register at http://www.fedbizopps.gov as an "Interested Vendor" so that others will know of your interest in participating in this procurement. A Bidder's mailing list, list of interested parties and/or list of attendees at site visits WILL NOT be prepared nor distributed by the Contract Specialist. SOLICITATION AMENDMENTS: Amendments to the solicitation will be posted at http://www.fedbizopps.gov. Paper copies of the amendments will NOT be individually mailed. By registering to "Add to Watch List"; you will be notified by of any new amendments that have been issued and posted. No other notification of amendments will be provided. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers as prescribed by FAR 52.215-1 Instructions to Offerors - Competitive Acquisition. Scope of Services: PROJECT DESCRIPTION The Stratton VA Medical Center in Albany, NY provides chemotherapy to veterans who have been diagnosed with cancer. The chemotherapy drugs are mixed onsite in a lab built to standards governed by the US Pharmacopeia (USP). Recently, the standards have been upgraded with an effective date of July 2018. Consequently, the VA must update its current Oncology Mixing Laboratory from USP 797 Standards to USP 800 Standards. The work involves the establishment of a temporary mixing facility on the 11th floor while the existing lab is renovated. Specific Work requirements include, but are not limited to the following: Provide professional full-time on-site supervision of the work. Develop a schedule and conduct weekly construction meetings including preparing the meeting minutes. Perform all work according to Albany VAMC s General Requirements specifications, including all Safety and Infection Prevention/dust control requirements. Coordinate power and other utility shutdowns with COR. Construct and maintain all Infection Control requirements, especially proper temporary construction barriers to ensure the safety of patients in adjacent areas. Protect all items and finishes to remain. Repair any damage caused by construction to the original state or better. Existing Lab: Demolition: Disconnect and remove the existing Sterilguard III hoods. Salvage four foot hood for reuse on the 11th floor. Dispose of six foot hood as hazardous waste. Demo walls and cabinets as shown on attached drawings, salvage existing countertop sink without damage. Reuse as part of new work. Demo and cap existing ductwork as shown on drawing. Cap existing refrigerator outlets, reuse circuit breakers for outlets in new location. Remove and dispose of refrigerators. Demo flooring material, cove base and mastic in area shown on demo drawing. Demo ceiling grid and tiles in construction area. Remove existing telephone wiring and miscellaneous control panels without damage for re-installation on new wall. Remove existing end wall for removal of existing hoods and installation of new hoods; salvage for re-installation. New Work: Build new walls as shown on drawing labeled new work. Soffit new refrigerated Storage area with soffit at 82 inches above new floor. All drywall work is to be completed before installation of new hoods. Walls and ceiling are to be 20 ga 2x4 metal studs with 5/8 Type X MMR gypsum wallboard with 3 -1/2 acoustical batt in walls. Repair adjacent hard ceilings. Provide and install new 2x2 ceiling grids (Armstrong Co-Extruded Clean Room 15/16 or equal) and ceiling tiles (Armstrong Clean Room VL Unperforated or equal). Provide and install new welded-seam sheet flooring with integral wall base in indicated area; match existing flooring and heat weld to existing. Place two new outlets as shown on drawing. Pull from panel 9-20E. Run new 8 inch rigid exhaust duct from duct located in chase to C-Sec as shown on drawing. Paint primer and top coat using Benjamin Moore super spec acrylic epoxy coating, P43 or equal. Match existing color. Prime deck to deck on new walls and on ceiling in uncovered areas of C-Sec and Ante-room. Provide, install, and certify new Sterilgard e3 Biosafety Hoods as shown on drawings. Reinstall end wall and caulk all joints. Adjust existing air flow to provide minimums established in USP 800 (30 ACH in both ante-room and C-Sec). Provide all necessary labor, technical support, and certifications for Startup and commission of new hoods. Blank off existing window in proposed new area as shown in drawing labeled Detail of Work At Existing Window System. Install new cabinetry in C-Sec and Ante-room as shown on drawings. Manufacturer basis of design for cabinets is TBJ Inc. Cabinet model numbers are shown on drawings and in specifications. All cabinets are to be stainless steel. Install new stainless steel countertops. Reinstall existing sink top with new fixtures. Daily debris removal and work area cleaning shall be the responsibility of the contractor and be included in proposal at no additional expense to the VA. See attached specification 010000 General Requirements for guidance. The prospective contractor shall provide submittals for all proposed components upon award for evaluation by the VA. No substitutions will be allowed thereafter unless approved by the VA COR in writing through the specification required submittal process. Contractor shall ensure that all work, to include restorations of all work areas, shall be brought back to original or better conditions as found prior to construction. The Contractor shall take appropriate measures to prevent unnecessary damage to areas around the work zone. Work shall be performed such that all interior finishes, doors, windows, lights and exterior foliage such as seedlings, seeding or new sod, fencing, walkways and paved areas, flower beds, retaining walls, irrigation systems, etc. remain without damage. Contractor shall take precautions to minimize hazards to building occupants during construction. If damage should occur as a result of the work, it shall be the sole responsibility of the contractor to replace with new to match or better existing. No dumpsters shall be allowed on site. Debris shall be removed daily. Contractors shall use front entrance for initial daily entrance. Contractors must sign in at project office upon entrance to the facility. Work in Temporary Facility Replace existing ceiling tiles with tiles having anti microbial coated mylar surface as specified in specification section 095100. Install decommissioned four foot hood from existing Oncology Mixing Lab in room 1106A, attach existing ductwork and recertify hood. Recondition existing temporary hood ductwork, fan and attachments to safe operating condition: repair and replace as necessary. Paint walls using Benjamin Moore super spec acrylic epoxy collating P43 or equal. Install sink at location of plumbing stub-outs in room. Downtime between existing oncology mixing lab coming off line to temporary facility becoming operational is limited to 48 non-duty hours. At no time shall the VA be left without a certified working Biocontainment hood during normal duty hours. Upon successful completion of new Oncology Mixing lab, contractor shall dismantle temporary lab and dispose of hood as contaminated waste, remove sink and cap lines.
